PLANNING COMMISSION MEETING

June 5, 2006

7:00 p.m. 

The Mayor and Planning Commission members met in regular session in the Eagleville City Hall, City of Eagleville, Rutherford County, Tennessee, June 5, 2006, 7:00 p.m.  The following members were present: 

Mr. Don McCord, Chairman                            Dr. Nolan S. Barham, Sr., Mayor         Councilman Harold Vincion             Mr. Bo Logan, City Planner

CALL TO ORDER

The meeting was Called to Order by Chairman Don McCord.   

CITIZEN’S INPUT

None.  

APPROVAL OF MINUTES

            Chairman McCord asked for a motion to approve the minutes for the regular and called meetings in for the Planning Commission.  Councilman Harold Vincion made the motion and Mayor Barham seconded.  The motion was passed by a unanimous “Aye” vote.

Dallas Fox

Mayor Barham told the Planning Commission that Mr. Fox wants to divide the current 2.4 acres at 900 Cherry Street into 2 parcels for future use.  He spoke with Mr. Fox and was told that his daughter was not ready to make these plans.  She has not been well since her husband’s death.    

Chairman Don McCord asked why Mr. Fox had to come to us to divide a lot.  Mr. Bo Logan stated that he would have to read the Sub-division Regulations, but he believed that any plat, regular or minor, may be reviewed by the Planning Commission.  Mr. Logan stated that if the subdivision contains five lots or less, then it may not need to come before the Planning Commission. 

Bobby Turner

            Mayor Barham stated that Carolyn Barham is adding six more residential lots on Cheatham Springs Road.  Surveyors did not properly survey the parcels, so it is being re-surveyed. 

Mayor Barham also mentioned that Bobby Turner’s subdivision, Eagle Crest II, and Carolyn’s sub-division, Deer Valley, were inspected by a county engineer.  The roads for Eagle Crest II were approved with a few suggestions.  Approval for the top coat on Deer Valley street was approved.  A letter is expected from the engineer about this visit.

David Crutcher

            Mayor Barham stated that he had some calls regarding Mr. David Crutcher installing drainage pipe.  The Planning Commission discussed the meeting when Mr. David Crutcher asked permission to put in three or four greenhouses on his property.  Chairman Don McCord stated that he recalled the meeting and the Board of Zoning Appeals granting Mr. Crutcher permission with the understanding that he needed put in a drainage ditch.  A talk with Mr. Crutcher was suggested to receive his understanding about the matter.

            Mayor Barham stated that he believed Chairman Don McCord’s three-year term was completed.  He asked Chairman McCord if he would accept another term if appointed and he accepted.  Councilman Harold Vincion also stated that he thought it was also time for him to be re-appointed.  Mayor Barham stated that he would double check all the dates.  The appointments will be announced at the City Council meeting on June 22nd.     

Other business

2006-2007 Annual Performance Report & Program Design

            Mr. Bo Logan reviewed the 2006-2007 Annual Performance Report & Program Design with the Planning Commission Members.  Mayor Barham made the motion to adopt the 2006-2007 Annual Performance Report & Program Design per changes discussed.  Councilman Harold Vincion seconded the motion.  The motion was passed by a unanimous “Aye” vote. 

Daniel Coffey Annexation

            Mayor Barham stated that he had called the County Codes Department to speak with Mr. Scott Farris, but he has resigned to accept another job.  Mr. Bo Logan passed out a copy of the State of Tennessee NPDES Permit as the Planning Commission discussed whether annexing Mr. Coffey’s property into the city limits would be beneficial for Mr. Coffey and the City.  Mayor Barham and Mr. Logan are to continue to talk with the appropriate person in the County Codes Department.  An effort to have a letter from the department stating action taken in this matter will be made.   

State and federal highway annexation

            Mr. Bo Logan discussed changes with the Planning Commission.  Hopefully, a completed annexation proposal will be presented at the next meeting.   

New sub-division regulations

            Mayor Barham made the suggestion that the Planning Commission start the discussion on this issue at the next meeting.     

Next Meeting

            All members of the Planning Commission agreed that the next regular scheduled meeting would be Monday, August 7, 2006, at 7:00 p.m. in City Hall.   

ADJOURNMENT

            With no further business to discuss, Mayor Barham moved the meeting be adjourned, seconded by Councilman Harold Vincion.  The meeting was dismissed by unanimous vote at 8:23 p.m.
