PLANNING COMMISSION MEETING

August 8, 2005

7:00 p.m.  

The Mayor and Planning Commission members met in regular session in the Eagleville City Hall , City of Eagleville , Rutherford County, Tennessee, August 8, 2005 , 7:00 p.m.  The following members were present:

CALL TO ORDER

The meeting was Called to Order by Chairman Don McCord.   

CITIZEN’S INPUT

  None.  

APPROVAL OF MINUTES

            Chairman McCord asked for a motion to approve the minutes for June as mailed.  Mayor Barham made the motion and Secretary Vincion seconded.  The motion was passed by a unanimous “Aye” vote.

Planning Commission Three Year Appointment

            Mayor Barham stated that he had asked Nick Duke if he would like to serve on the Planning Commission for a three-year term and he had accepted.  Mayor Barham will make the announcement at the next City Council Meeting in August. 

Planning Commission Chairman

            Mayor Barham also informed the Planning Commission that the new officers needed to be elected.  Secretary Vincion made the motion to elect Don McCord as Planning Commission Chairman.  Mayor Barham seconded.  Don McCord accepted.  The motion was passed by a unanimous “Aye” vote.

Planning Commission Vice-Chairman

            Chairman Don McCord asked for a nomination for Vice-Chairman.  Mayor Barham made the motion to elect Nick Duke.  Secretary Vincion seconded the motion.  Mayor Barham moved that the nomination cease.  Nick Duke accepted.  The motion was passed by a unanimous “Aye” vote.

Planning Commission Secretary

            Mayor Barham made the motion for Harold Vincion to continue to be the Planning Commission Secretary.  Vice-Chairman Nick Duke seconded the motion.  Mayor Barham moved that the nomination cease.  The motion was passed by a unanimous “Aye” vote.

Eagleville Flea Market

            There was much discussion concerning the flea market.  Mayor Barham explained that he had been in contact with the city attorney Greg Reed, and indicated that his emphasis on having Mr. Smitty come before the Planning Commission was based on the statement from the Zoning Ordinance Article I, Section 1.03 Terms of Compliance.  Bryan Collins was emphasizing a use for the land as his basis for having a presentation before the Planning Commission.  Mr. Collins also emphasized that our attorney was protecting the city and based his decision on the non-use of structures.  A lot of the discussion centered on the terrible traffic congestion and the way the property looked during the flea market.  It was pointed out by Mr. Collins that the permit that Mr. Smitty secured is for the flea market under its current condition, and if any change whatsoever Mr. Smitty would need to appear before the Planning Commission with the necessary information concerning the change that it would include a site plan. 

            Mayor Barham mentioned that in our new Zoning Ordinance that any item not covered by the Town of Eagleville Codes , could be subject to review by the Eagleville Planning Commission. 

Flood Insurance

            Bryan Collins passed out an information sheet from FEMA titled Who Should Communities Inform That a Preliminary Flood Map Was Issued? (ON FILE AT CITY HALL.)

Eagle Crest Phase II - Robert Turner

            Bobby Turner presented the Planning Commission with a site plan for Phase II of Eagle Crest, that he has already starting getting signature on.  He asked the Planning Commission if they would go ahead and approve the plat before he received the rest of the signatures   After review and discussion, the Planning Commission decided to wait for approval until he had all of the signatures.     

Zoning Ordinance Amendment

            Chairman Don McCord moved that due to the time to not review the Zoning Ordinance Amendment this month.  Robert Turner seconded.  The Planning Commission will resume on Monday, August 15, 2005, at 7:00 p.m. with Article VII., Section 7.030, letter B: Site Plan Requirements.  

Next Meeting

            All members of the Planning Commission agreed that the next regular scheduled meeting for September would be August 15, 2005.   

ADJOURNMENT

            With no further business to discuss, Chairman Don McCord moved the meeting be adjourned, seconded by Robert Turner.  The meeting was dismissed by unanimous vote at 8:21 p.m.
