MINUTES OF THE REGULAR SESSION

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE  

May 25, 2006

 

The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on  May 25, 2006, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham. 

ROLL CALL

            A roll call was taken by City Recorder Michelle Bennett.  All members were present.

INVOCATION

Councilman David Rigsby delivered the invocation.      

PLEDGE OF ALLEGIANCE

Councilman Greg Buchanan led the Pledge of Allegiance to the flag.

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting. Mayor Barham recognized Mr. Greg Tucker, candidate for County Mayor.  Mr. Tucker stated that he was attending the meeting to learn more about Eagleville and appreciated all the hospitality.  If elected County Mayor, he hopes to have a close working relationship with Eagleville.   

CITIZEN’S INPUT

            None.     

APPROVAL OF MINUTES

            Councilman Smitty moved to approve the April minutes with corrections for the Park Update, with Councilman Terry Zumbro seconding.  A roll call vote was administered by Michelle Bennett and the motion passed 6-0.   

ADDITIONS / DELETIONS TO AGENDA

            Councilman Smitty asked that a section for the Financial Statement and John Redmond be added.  Mayor Barham added John Redmond under New Business and Financial Statement under Old Business.   

OLD BUSINESS

Grant Facilitator Report

            Mayor Barham told the Council there was a written report from Mr. Farley in their folders. 

Park Update

Ø      Vice-Mayor Ronnie Hill told the Council that the balance in the Park Fund is $46,000.  He stated that they have $60,000 left obligated to pay out.  This of course will be 50% matched, but it doesn’t leave a lot left over

Ø      The next upcoming fund raiser is the Eagleville Park-N-Show Car Show that will be held at Eagleville School on July 8, 2006.  He asked that they all spread the word, and they need volunteers to help that day. 

Ø      Vice-Mayor Hill stated that they are asking for trophy sponsors for the Car Show.  Please ask any businesses if they would like to sponsor a trophy class.

Ø      Not much work has been going on at the park this month due to the weather. 

Census Update

             Mayor Barham told the Council that the census was finally completed.  We are awaiting the official verification letter from the State, but our count was 562, an increase of 98 over the 2000 Census count.  The State had been in Eagleville verifying the special census. 

Audit Proposals

            Mayor Barham stated that he had received a call from Jimmy Jobe, Jobe Hastings & Associates, and that their proposal bid for the audit was $12,500.  The Council discussed both offers again.  Councilman Harold Vincion told the Council that he had heard good things about Mr. Poole.  Michelle had called and checked a few of his references, sharing with the Council that everyone was very satisfied with the audits from him.  Councilman Terry Zumbro made the motion to approve the audit proposal from Mr. John Poole for one year in the amount of $3,800.  Councilman Smitty seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed 6-0.

            Mayor Barham told the Council they had a copy of the audit letter for the year ending June 30, 2005.  Overall, it was a clean audit. 

Financial Statement

            Councilman Smitty questioned the Horton Highway Utility Bill.  He asked Chief Jackson what the thermostat was set on in the fire bays.  Chief Jackson stated it was set on 60 degrees, and that it is turned off after the temp raises above 55 to 60 degrees. 

NEW BUSINESS

Adoption of the Private Charter #92, House Bill #4059, regarding Charter Election Date Change

Mayor Barham stated that the vote tonight was strictly on the proposal that Eagleville change the length of terms for the Councilmen and Mayor and set the new date for the November election.  Councilman Harold Vincion made a motion to accept the Adoption of the Private Charter #92, House Bill #4059, regarding Charter Election Date Change.  Councilman Terry Zumbro seconded the motion.  The motion passed 6-0.  A copy is enclosed with the minutes. 

Renewal for CD for Municipal Building

            Mayor Barham stated the restricted CD, $32,820.45, was coming up for renewal.   Mayor Barham spoke with Paula at Regions bank, and she guaranteed a 13 month 4.95%, or higher, interest rate.  Vice-Mayor Ronnie Hill made the motion to renew the CD for 13 months for 4.95% or higher interest rate.  Councilman Greg Buchanan seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed unanimously. 

John Redmond

            Councilman Smitty asked for an update on the naming of the bridge over Cheatham Creek for John Redmond.  Mayor Barham told the Council that it has already passed the House, and may have already passed the Senate.  We are just waiting on the paperwork to come in.  Councilman Smitty stated that he has secured assistance with erecting the signs when approved.   

COUNCIL BOARD, SPECIAL REPORTS

Police Board Report

Ø      Chief Stone reported he would change his patrol schedule from late evening to early morning after the holidays. 

Ø      Chief Stone stated that he would get one Rutherford County Deputy to help with the Eagleville Car Show.             

Fire Board Report

Ø      Chief Jackson stated that he attended the budget meeting for the county.  The fire departments are currently getting $15,000 from the County, but the County hopes to up that to $25,000 for next year. 

Ø      Chief Jackson reported that he received a call from Murfreesboro Funeral Home, informing him that if a fire fighter or police officer dies in the line of duty, they would cover the funeral and burial for free.   

Beautification Committee

             None.    

MAYOR’S CLOSING REMARKS

Ø      Mayor Barham told the Council that he, Michelle and Ralph Cross will be meeting next week to go over the budget.  We will be having several called meetings next month to pass the 2006-2007 Budget Ordinance & Tax Rate.  He hoped to have everything completed by June 22, 2006.

Ø      Mayor Barham welcomed Councilman Greg Buchanan to his first Council Meeting.  Councilman Greg Buchanan said he was glad to be here. 

Ø      Mayor Barham commended Councilman Smitty for his campaign for Rutherford County Trustee. 

Ø      Mayor Barham also told Greg Tucker we were happy to have him in attendance.   

ADJOURNMENT

With no further business to discuss, Councilman Smitty made the motion to adjourn and Councilman David Rigsby seconded.  By unanimous vote, the meeting was adjourned at 7:36 p.m.
