MINUTES OF A CALLED SESSION

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE  

June 22, 2006

 

The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on  June 22, 2006, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham. 

ROLL CALL

            A roll call was taken by City Recorder Michelle Bennett.  All members were present except for Councilman Smitty. 

INVOCATION

Councilman Harold Vincion delivered the Invocation.     

PLEDGE OF ALLEGIANCE

Councilman Terry Zumbro led the Pledge of Allegiance to the flag.

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

CITIZEN’S INPUT

            None.    

APPROVAL OF MINUTES

            Councilman Zumbro moved to approve the minutes with Councilman David Rigsby seconding.  A roll call vote was administered by Michelle Bennett and the motion passed 5-0.   

ADDITIONS / DELETIONS TO AGENDA

            None.   

OLD BUSINESS

Grant Facilitator Report

            Mr. Farley updated the Council on all of the outstanding grant’s progress.  Mr. Farley also stated that this was his last meeting.  He told the Mayor and Council how much he had enjoyed working with each and every one of them.  He stated that he felt they had accomplished some great things over the last three years.  He invited each of them to give him a call if they ever had any questions.  He said he would always have a special place for Eagleville and will take pride in the new Eagleville Park and the part he had in that. 

Mayor Barham thanked Mr. Farley on behalf of the Council for his time and effort over these past three years. 

Park Update

Ø      Vice-Mayor Ronnie Hill asked the Council their thoughts on naming the three ball fields.  It had been previously discussed in the Park Board Meetings that they would accept a $3,000 donation (per ball field) to name it after an individual for a ten-year period.  He stated that there had been a fund set up for John Redmond.  He didn’t know if it was going to get to $3,000, but it would be close.  Also, there were two individuals wishing to donate $5,000 a piece to name the fields if it would be a permanent name.  He wanted to see what the Council’s thoughts were on the permanent name basis.  Mr. Farley and Attorney Greg Reed offered their suggestions for the Council to consider.  Attorney Reed did state that their needed to be a vote on the matter.  After discussion, the Mayor and Council all agreed that they had no problem with it being a lifetime deal.  Councilman David Rigsby made the motion to permanently name the three ball fields for John Redmond, Robert Hay and Leon Puckett.  Councilman Greg Buchanan seconded the motion.  Mayor Barham asked Attorney Reed to have the proper contracts drawn up.  He agreed.  A roll call vote was administered by Michelle Bennett and the motion passed 5-0.

Ø      Vice-Mayor Ronnie Hill reminded everyone about the car show on Saturday, July 8, 2006. 

Ø      Vice-Mayor Hill stated that Stoney was finally able to get the ditch filled.  Chief Stone stated they got all of the water out and refilled with dirt.  The foundation for the transformer was poured and the transformer has been set.  The wires are ready to be run in the building. 

Ø      Vice-Mayor Hill stated that the next thing that they are going to be working on is the playground.  Hopefully, all the equipment will be in next month.  There will also be a two foot high concrete barrier around the playground.   

NEW BUSINESS

Committee Appointments and Vice-Mayor Selection

Ø      Planning Commission

Mayor Barham appointed Chairman Don McCord to continue to serve a three-year term.  He agreed to serving again.  The Mayor’s term is automatic and that will continue. 

Ø      Beautification Committee

Mayor Barham made the recommendation to appoint Councilman Greg Buchanan to the Beautification Committee.  Vice-Mayor Ronnie Hill made the motion and Councilman David Rigsby seconded.  A roll call vote was administered by Michelle Bennett and the motion passed unanimously.    

Ø      Greenway Project

Mayor Barham stated that Councilman Terry Zumbro has agreed to head up the Greenway Project.   

Ø      Vice Mayor

Mayor Barham made the recommendation to re-appoint Ronnie Hill as Vice-Mayor.  Councilman David Rigsby made the motion and Councilman Harold Vincion seconded.  A roll call vote was administered by Michelle Bennett and the motion passed 5-0.             

COUNCIL BOARD, SPECIAL REPORTS

Police Board Report

Ø      Chief Stone reported that he has been working morning traffic.  Vice-Mayor Hill told Chief Stone that he appreciated him doing so.             

Fire Board Report

            None.

MAYOR’S CLOSING REMARKS

Ø      Mayor Barham thanked all the Council members for all their dedication and input. 

ADJOURNMENT

With no further business to discuss, Councilman Terry Zumbro made the motion to adjourn and Councilman Greg Buchanan seconded.  By unanimous vote, the meeting was adjourned at 7:32 p.m.
