CALL TO ORDER The
meeting was Called to Order by Mayor Nolan Barham. ROLL CALL
A roll call was administered by City Recorder
Michelle Bennett. All members were
present except Councilwoman Debbie Ryan. INVOCATION A
moment of silence was observed for Capt. Ralph Marshall and Ms. Audra Vaughn. PLEDGE OF ALLEGIANCE Michael
Walls led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor
Barham welcomed everyone to the City Council meeting. SPECIAL RECOGNITION Rockvale Fire Department
Chief Marvin Walls presented Janice Marshall and
Fire Chief Joe Jackson with plaques in memory of Capt. Ralph Marshall. CITIZEN’S INPUT
None. APPROVAL OF MINUTES
Councilman Harold Vincion moved to approve the March minutes.
Councilman Terry Zumbro seconded the motion.
A roll call vote was administered by Michelle Bennett and the motion
passed unanimously. ADDITIONS / DELETIONS TO AGENDA None. OLD BUSINESS Grant Facilitator Report Mr. Farley stated that the T21 Appropriation Bill had passed the House and the Eagleville appropriation of $200,000.ºº for the Trailhead property purchase and Greenway were included. He noted that there was an article in USA Today Newspaper stating that Eagleville will be granted this appropriation for the new Greenway park.
Mr. Farley also reported that he is looking into First Responder Grant
for the Fire Department. Park Report Update – Vice-Mayor Ronnie Hill
Vice-Mayor Hill stated that it has not been dry enough to work on the
park in the past month. Another
letter will be sent to Jim Hammontree for this month’s submission. NEW BUSINESS 2005/2006 Budget – First Reading
Councilman Harold Vincion made the motion to accept the first reading of
the 2005/2006 Budget for the Town of CD Renewal Mayor Barham explained to the Council that the $40,000.ºº CD would be up for renewal next month. Mayor Barham recommended that it be renewed for 23 months with an interest rate of 4.1%. After discussion Vice-Mayor Ronnie Hill made the motion to accept, and Councilman Terry Zumbro seconded. A roll call vote was taken by Michelle Bennett and passed by unanimous vote. Audit Proposals Mayor Barham stated to the Council that Jobe, Hastings and Associates was the only audit proposal submitted. Their fee for the 2004/2005 audit was $16,500.ºº. Councilman Smitty stated for the record that the Council doesn’t have a lot of choice in this matter. Councilman Smitty made the motion to accept the sealed bid from Jobe, Hastings and Associates, and Councilman David Rigsby seconded. A roll call vote was taken by Michelle Bennett and passed by unanimous vote. Election Date Consideration Mayor Barham informed the Council that they had a letter in their folders from the Rutherford County Election Commission regarding changing the election date to coincide with the with the county-wide general election, which is held in November of even numbered years. The Council agreed that they thought there would be a bigger turnout at the elections, and would save approximately $4,000.ºº in election expense. A motion was made by Councilman Smitty that the Eagleville election be moved to coincide with the November general election beginning in 2006, and was seconded by Councilman Vincion. After discussion a roll call vote was administered by Michelle Bennett and answered with a unanimous “Yes” from the Council, 5-0. POLICE BOARD REPORT Defibulator Grant Chief Stone reported that the Police Department lost the Defibulator grant due to a defect in the Defibulators. Parking on 41A Chief Stone stated that he has ordered the equipment to stripe the parking lines across the street on Hwy 41A, and is just waiting on it to arrive to get started. Drainage Problem on
There was a complaint turned in regarding a drainage problem on FIRE BOARD REPORT Chief Jackson stated that it would probably cost more to fix the yellow truck than to replace it. He handed the Council a magazine with various vehicles that weren’t new, but in the price range of thirty to sixty thousand. Mayor Barham
stated in closing that he very much appreciated the respectful and professional
manner in all of the activities for Ralph Marshall. MAYOR’S CLOSING REMARKS Mayor Barham told the Council that they had a letter from Las Fiesta Restaurant requesting the consideration of selling alcoholic beverages. He stated that Attorney Reed would be giving us some guidelines on what we can and cannot do and will be revisiting this issue next meeting.
Mayor Barham and the City Council gave Michelle Bennett a card for
Administrative Assistant’s Day. She
stated that she loved coming to work everyday and thanked everyone. ADJOURNMENT With no further
business to discuss, Councilman Smitty made the motion to adjourn and Councilman
Zumbro seconded. By unanimous vote,
