MINUTES OF THE REGULAR SESSIONOF THE COUNCIL OF THE TOWN OF
The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on April 27, 2006, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding. ROLL CALL A roll call was taken by City Recorder Michelle Bennett. All members were present. INVOCATION Moment of silence. PLEDGE OF ALLEGIANCE Councilman Smitty led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor Barham welcomed everyone to the City Council meeting. CITIZEN’S INPUT Dr. David Miller addressed the council regarding his concerns and the health aspects for the new TVA Substation and power lines in the Eagleville, Rockvale and College area. Mr. Miller gave the Council, staff, and citizens a handout titled, “The Health Risk of High Voltage Power Lines: What the TVA Does Not Want You to Know.” Mr. John E. Turner, Mark, Suzanne and Faye Wooten also expressed their concern for the new TVA power lines and substation. SPECIAL RECOGNITION Mayor Barham recognized Taylor Bennett, the winner of the Best Vocalist K-12 at the Eagleville Talent Show, and asked her to assist him in presenting the awards to all the teachers. Recognize Eagleville School Retiring Teachers Mayor Barham and the City Council recognized the Eagleville School retiring teachers. Mayor Barham and Taylor Bennett presented Mrs. Elaine Kirk with a plaque recognizing her 39 years of teaching, 27 years at Eagleville School. Not present was retiring teacher 1Sgt. Andy Pounds. Recognize Eagleville School Teachers of the Year Mayor Barham and the City Council recognized the Eagleville School Teachers of the Year. Mayor Barham and Taylor Bennett presented the plaques to each teacher. The Elementary Teacher of the Year was Theresa Hill, and Middle School Teacher of the Year was Marcey Pflueger. The High School Teacher of the Year and Eagleville School Teacher of the Year was Rich Williams. APPROVAL OF MINUTES Councilman Smitty moved to approve the March minutes with corrections for the Park Update, with Councilman Harold Vincion seconding. A roll call vote was administered by Michelle Bennett and the motion passed 6-0. ADDITIONS / DELETIONS TO AGENDA None. OLD BUSINESS Grant Facilitator Report None. Park Update Ø Vice-Mayor Ronnie Hill told the Council that the new bleachers had been delivered and are currently being stored at Farm Sales & Service. Ø Mr. Hill updated the Council regarding the Park Fund account. The financial statement that they received in their packets was for February. He stated that in March, half of the playground equipment was paid; $10,424 was paid to Middle Tennessee Electric; and $12,000 was sent to S&W Contracting. This brings the funds down to two or three thousand dollars. He stated that we are currently awaiting a reimbursement in the amount of $21,000 from the State. The next reimbursement should be about the same amount. Ø Vice-Mayor Ronnie Hill also stated that the Park Board will have two fund raisers for the new park. The first fund raiser is the Alumni Basketball Game held at the Eagleville High School Gym on April 29th, at 5:00 p.m. The second fund raiser is the Eagleville Park-N-Show Car Show that will be held at Eagleville School on July 8, 2006. Ø Vice-Mayor Hill stated that there had been a few problems with the electricity at the new park. Chief Stone stated that the ditch had to be pumped out numerous times. He has had the ditch filled back in with dirt. Zoning Ordinance – Third & Final Reading Mayor Barham presented the Zoning Ordinance to the City Council for the third and final reading. The Planning Commission recommended to the Council approval of the Zoning Ordinance with the stipulation that Mr. Chris Hendrix’s property at 1126 N. Main Street be zoned commercial. Councilman Terry Zumbro made the motion and Councilman David Rigsby seconded. A roll call vote was administered by Michelle Bennett and the motion passed unanimously. Census Update Mayor Barham told the Council that all letters with postage paid return envelopes had been mailed to all the citizens. Chief Stone and Brittany Patterson went door to door to the citizens that had not responded, and Michelle has been contacting residents by telephone. We are still receiving responses everyday. NEW BUSINESS Opening of Proposals for Audit There were two proposals submitted for the audit. Vice-Mayor Ronnie Hill opened and read the proposals. The first was from Jobe, Hastings and Associates in the amount of $16,900. The second proposal was from Mr. John Poole in the amount of $3,800. His proposal was for this amount for each year for four years. The Council agreed to defer this issue to the May meeting and check references on Mr. John Poole. COUNCIL BOARD, SPECIAL REPORTS Police Board Report Ø Chief Stone reported that he had received a letter from the ACLU regarding the department’s Taser guns. He said that the department did not use or have any Taser guns. So, he will respond to the letter as such. Ø Chief Stone stated that he had also received a letter from the Tennessee Department of Environment and Conservation stated that the Eagleville Police Department was in violation of compliance for emission testing on the 1994 Crown Victoria. He stated that he had turned in the paperwork on time, but the emission test was late. He stated that the fine for this was $750.00. He and Mayor Barham spoke with Ms. Tammy L. Medlin, TDEC, and she said that if they agreed to promote fire burning safety, give out their literature, and write a letter, they will possibly waive the fee. Ø Chief Stone told the Council that he had participated in the Mock DUI Crash for Eagleville High School. Fire Board Report Ø Chief Jackson stated that he and the Fire Department also participated in the Eagleville High School Mock DUI Crash. Ø Eagleville Fire Department will be participating in a safety driving course with Rockvale Fire Department. Ø Chief Jackson stated that he had been to NIMS training and was now certified. Beautification Committee None. MAYOR’S CLOSING REMARKS Ø Mayor Barham presented Councilwoman Debbie Ryan with a plaque in recognition of her six years of dedicated service to the Eagleville City Council. Debbie said that she had learned a lot and made some good friends over the years. She appreciates everything Eagleville has done for her and wants to continue to help out anyway she can. Ø Mayor Barham and the City Council gave City Recorder, Michelle Bennett, a card for Administrative Professionals Day. Ø Mayor Barham made mention of the 48% voting on Election Day. He thanked David Turner, candidate for Mayor, for a good campaign. Ø He asked the City Council members to remember the County Election on Tuesday, May 2nd. Councilman Smitty is a candidate for Rutherford County Trustee in that election. ADJOURNMENT With no further business to discuss, Councilman Smitty made the motion to adjourn and Vice-Mayor Ronnie Hill seconded. By unanimous vote, the meeting was adjourned at 8:06 p.m.
