MINUTES OF THE REGULAR SESSION

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE  

August 25, 2005  

The City Council of the Town of Eagleville , Rutherford County, Tennessee, met in regular session at 7:00 p.m. on August 25, 2005 , in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham.   

ROLL CALL

            A roll call was administered by City Recorder Michelle Bennett.  All members were present except Vice-Mayor Ronnie Hill .   

INVOCATION

Brother Louis Rideout, Eagleville Baptist Church , delivered the Invocation.     

PLEDGE OF ALLEGIANCE

Janie Zumbro led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

CITIZEN’S INPUT

            None.  

APPROVAL OF MINUTES

            Councilman Smitty moved to approve the June 23, 2005, July 14, 2005, and July 28, 2005 minutes.  Councilman Harold Vincion seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed 5-0.      

ADDITIONS / DELETIONS TO AGENDA

None.   

OLD BUSINESS

Grant Facilitator Report

             All Council members received a written report from Alan Farley.  Mayor Barham stated that Mr. Farley has applied for two new 100% grants totaling $30,000.00.  

NEW BUSINESS

Planning Commission Three-year Appointment

            Mayor Barham appointed Nick Duke for a three-year term to continue on the Planning Commission. 

NIMS (NATIONAL INCIDENT MANAGEMENT SYSTEM) Resolution

            Chief Jackson reported that Michelle, Chief Stone, and he had attended the MTAS seminar last week concerning NIMS & ICS.  He stated that all emergency response departments were required to be NIMS compliant by October 1, 2006.  This included adopting a NIMS Resolution for the Town of Eagleville .  A roll call vote was administered by Michelle Bennett and the motion passed unanimously, 5-0. 

 2005 Tax Ordinance – First Reading

            The new tax rate was not included in the 2005-2006 Budget Ordinance.  The state requires everyone to have an ordinance stating the new tax rate and have three readings.  Mayor Barham presented the Council with Ordinance # 05-02.  Councilman David Rigsby made the motion to approve the first reading of the Tax Ordinance and Councilman Terry Zumbro seconded the motion.  A roll call vote was administered by Michelle Bennett and passed, 4-1, with Councilman Smitty voting no.   

POLICE BOARD REPORT

            Chief Stone stated that both police vehicles had recently passed emissions.  The Explorer had to have new brakes and rotors replaced.  Councilman Smitty asked Chief Stone about selling the police car.  Chief Stone responded that it was at a standstill.  Nolensville Police Department looked at the police car, but he thought they were going to purchase a new vehicle. 

            Councilman David Rigsby asked Chief Stone about hiring someone else to help him.  Chief Stone stated that would be up to the Council.   

FIRE BOARD REPORT

            Chief Jackson stated that he had no report.  Councilman Smitty asked Chief Jackson if he had made a decision about the yellow fire truck.  Chief Jackson stated that someone was looking at it to see if it was cheaper to repair or replace.  Councilman Smitty stated that he had someone inquiring about buying it.  Chief Jackson stated that he did not believe the truck could be sold to the public, but must be sold to a company that deals in fire apparatus.   

bEAUTIFICATION cOMMITTEE

            Councilwoman Debbie Ryan stated that they are planning another Christmas Tour of Homes.  They also want to plan a Fall Festival in October.  She also stated that someone had offered to paint City Hall for free.  All the City would have to do is buy the paint.  The Council agreed that would be a nice gesture.   

Park Report Update – Jeff Mooneyham

             Jeff Mooneyham stated that they are nearly finished hauling dirt to the ball fields.  The Park Board had a meeting Monday night and chose the colors of maroon, gray, and white for the buildings and dugouts.  They are ready to receive bids for fencing on all three fields.  The parking lot has been cleared and the road has been cut.   

MAYOR’S CLOSING REMARKS

              Mayor Barham mentioned to the Council that the Rutherford County School Board is trying to buy land between now and December 31, 2005, for a middle school and high school in Rockvale.  One article recently in the Daily News Journal asked whether or not this will affect Eagleville School .  The new high school would relieve Riverdale and Blackman High Schools .  Mayor Barham stated that he has no objection to Rockvale having a high school.  His objection would be if they, the Rutherford County School Board, wanted to get rid of Eagleville High School .  He stated that one of the strengths of Eagleville School was being in the Town of Eagleville . 

            Mayor Barham reminded the Council of the called meeting on September 8, 2005.   

ADJOURNMENT

With no further business to discuss, Councilman David Rigsby made the motion to adjourn and Councilman Terry Zumbro seconded.  By unanimous vote, the meeting was adjourned at 7:42 p.m.
