MINUTES OF THE REGULAR SESSIONOF THE COUNCIL OF THE TOWN OF The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on December 08, 2005, in Eagleville City Hall with Mayor Nolan S. ROLL CALL A roll call was taken by City Recorder Michelle Bennett. All members were present, except Councilman David Rigsby. INVOCATION Moment of Silence. PLEDGE OF ALLEGIANCE Jessica Webb led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor Barham welcomed everyone to the City Council meeting. CITIZEN’S INPUT Ø Greg Buchanan spoke to the Council about the waterlines in Eagleville Crest subdivision and business licenses for Eagleville. Ø Lanny Turner also addressed the Council regarding business licenses. Ø Don Hendrix addressed his concern about the sod pallets at the new park Ø Councilman Harold Vincion, speaking as a citizen, wanted to thank the Beautification Committee for the great job they did on the Christmas Parade. APPROVAL OF MINUTES Councilman Terry Zumbro moved to approve the November minutes, with Councilman Harold Vincion seconding. A roll call vote was administered by Michelle Bennett and the motion passed 5-0. ADDITIONS / DELETIONS TO AGENDA The financial report was added under Old Business at Councilman Smitty’s request, and Church Street and Business Licenses were added under New Business. OLD BUSINESS Grant Facilitator Report None. Park Update Vice-Mayor Ronnie Hill stated that the roof had been put on the concession stand. There will be a meeting of the Park Committee on December 15th at 7:00. They plan on discussing operation of the ball fields for next spring. Vice-Mayor Hill also suggested to the Council that Jeff Mooneyham be considered to manage the park facilities. He would report to the Council and the Park Committee. Jeff has agreed to do this. The Council members agreed that would be a Park Board decision. Financial Statement Councilman Smitty had questions regarding the financial statement. He wanted to know what line item 9152, R. J. Young, was for. Mayor Barham and Michelle explained it was for the copier. He then asked what line item 9153, Eagleville Clinic, was for. Mayor Barham explained it was two flu shots for Chief Stone and Michelle. NEW BUSINESS Business License Councilman Smitty stated he thinks the Council needs to review current state and business license requirements for the Town. Church Street Councilman Smitty stated that he received a letter from Mr. Songer regarding delivery trucks blocking Church Street. He has asked if the Town would look at widening the street and mark off the first parking spot on the left-hand side of Hwy 41-A and Church Street. Chief Stone stated that he’s already spoken with the truck driver, who has agreed not to block the road. Lighting Bid for Ball Park Vice-Mayor Ronnie Hill stated that only one bid was submitted. The total bid, from S&W Contracting, was $60,962.00. Mayor Barham requested a motion to accept or reject the bid. Councilman Harold Vincion made the motion to accept the bid submitted by S&W Contracting. Councilman Terry Zumbro seconded the motion. A roll call vote was administered by Michelle Bennett and the motion passed unanimously. POLICE BOARD REPORT Chief Stone reported that he and Michelle had attended a TIBRS training on December 5th & 6th in Nashville and both received certification. He stated that the TBI did an audit a few weeks ago on the TIBRS reports. All reports were found to be up to date with no errors found. Chief Stone also commended the Beautification Committee and Activities Committee for a successful Christmas Parade. Mayor Barham also wanted to mention that he had received a letter from the TBI commending Michelle for having no errors in her reporting for 2005. FIRE BOARD REPORT No report. bEAUTIFICATION cOMMITTEE Councilwoman Debbie Ryan told the Council that the Parade of Homes will be on Sunday, December 11, 2005. OTHER BUSINESS None. MAYOR’S CLOSING REMARKS Mayor Barham thanked the Beautification Committee and Activities Committee for a beautiful and organized parade. Mayor Barham and the Council presented Michelle with a birthday card and thanked her for all of her hard work. She thanked everyone. Mayor Barham thanked everyone for their support in asking him to reconsider running for Mayor. He stated that he is still thinking about it and would let everyone know very soon. Mayor Barham invited the Council to Christmas refreshments at Huckleberry’s from Mike, Michelle, Carolyn and him immediately following the meeting. ADJOURNMENT With no further business to discuss, Councilman Harold Vincion made the motion to adjourn and Councilman Smitty seconded. By unanimous vote, the meeting was adjourned at 7:35 p.m.
