OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE

DECEMBER 14, 2004

The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on December 14, 2004 , in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham.   

ROLL CALL

            A roll call was administered by Mayor Barham.  All members were present except Councilwoman Debbie Ryan and Councilman Harold Vincion, who arrived at 7:10 p.m.  

INVOCATION

Councilman David Rigsby delivered the Invocation.   

PLEDGE OF ALLEGIANCE

Alan Farley led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

CITIZEN’S INPUT

            None.    

APPROVAL OF MINUTES

            Councilman Terry Zumbro moved to approve the October minutes as mailed, and was seconded by Councilman David Rigsby.  A roll call vote was administered by Mayor Barham and the motion passed unanimously.     

ADDITIONS / DELETIONS TO AGENDA

The Mayor added a New Business item: Michelle Bennett’s hours.   

OLD BUSINESS

Grant Facilitator Report – Alan Farley

            Mr. Farley reviewed the grants that Eagleville had received this year; the TDEC Park Grant, Additional State Fire Department Grants, and the AED Grant for the Police and Fire Departments.  Another Greenway-Trail Head Park Funding from Congressman Bart Gordon’s office is still in process. 

A new City Hall Complex.  There are ongoing discussions with the USDA Rural Development on obtaining a grant to construct a new city hall, library, fire and police stations. 

The COPS Grant.  The US Department of Justice does not currently have any grant applications for new police officers.  When this grant is available in 2005, he will submit a grant for funding.

The SAFER Grant should be funded in October, 2005, for fiscal year 2005-2006.  This will help cities that are currently protected by a 100% volunteer fire department.  It is similar to the COPS grant in that it assists with funding salaries of full time firefighters.

A Sewer Grant.  This is still in the planning stages with Economic Development officials on obtaining funding for a sewer system in Eagleville.  They are very much aware of the need for sewer but the logistics of sewer hook up is still a work in progress.  A lot of work needs to be done on this project outside of the awarding of a grant to make it attractive to fund.  

Park Report Update – Vice-Mayor Ronnie Hill     

            Vice-Mayor Ronnie Hill reported that he and Mayor Barham had a meeting with Jim Hammontree from the State regarding the Park Grant.  The procedures and guidelines were outlined and the first bills were submitted.  Mr. Hammondtree was given a list of questions to research and report back to the Mayor as soon as possible.      

NEW BUSINESS

Mayor Appointment to Planning Commission

            Mayor Barham appointed Nick Duke to the Planning Commission for a one-year term.   

Michelle Bennett’s Hours

            Councilman Terry Zumbro made the motion to allow Michelle to begin City Recorder training to help Sherry in times of need due to her health problems.  Councilman David Rigsby seconded.  The training would be through MTAS, maybe one class a month at a cost of $20.00 per class.  Councilman Harold Vincion requested a short recess.   

RECESS

            Mayor Barham called a brief recess.  The City Council meeting reconvened at 7:35 p.m.  

Michelle Bennett’s Hours Continued

            Mayor Barham stated that there had been a motion made and a second to the motion to train Michelle through MTAS as a City Recorder.  After further discussion on this issue, Mayor Barham called the roll and the motion passed unanimously.  

POLICE BOARD REPORT

             Chief Stone requested from the Council and/or Mayor three letters to the State of Tennessee .  The first would be requesting supplemental pay for the Eagleville Police Department this year of zero dollars.  The second one needs to show Charles Holt’s termination date of 11/30/04.  And the third is to change the employment status of Charles Holt for the Eagleville Police Department.

            Chief Stone explained that he has talked to Charles Holt while he was home from Kosovo and explained to him the termination of his Leave of Absence.  Chief Stone stated that he thinks Mr. Holt is a very good police officer.  Mr. Holt did tell him that he wanted more than anything to be a police officer in Eagleville because he really cares for the citizens and Eagleville.  Mr. Holt is comfortable with the Council’s action.    

            Chief Stone related that Mr. Holt did ask to be considered if another police officer is added.  Chief Stone asked the Council to consider this because Eagleville has thousands of dollars invested in Sergeant Holt.  Councilman Rigsby asked Chief Stone if they decided to take him back, if it would be a good choice.  Chief Stone answered that he doesn’t have any problems rehiring Mr. Holt. 

            Chief Stone also stated that his goal is to start sending the code letters out the first of January.   

FIRE BOARD REPORT

Chief Joe Jackson informed the Council that all vehicles were back.  One had to be put outside because there was no availability in the building across the street. 

Chief Jackson has been asked if the car was for sale.  Mayor Barham stated that there was a process that had to be followed, but it could be sold.  Chief Jackson stated that the money we get from that could go towards painting the ambulance.  After much discussion, Chief Jackson will review the options available for selling the car.   

BEAUTIFICATION COMMITTEE

             Melissa Buchanan wanted to let everyone know that the Beautification Committee really appreciated the community support in making all of their events a real success.  The Parade of Homes was very successful, so far clearing over $1,000.00.  She also thanked everyone for helping with the Christmas Parade.  They are working on Thank You notes to all involved.   

ANY OTHER BUSINESS

            Councilman Smitty stated that he had a few questions regarding the financial statement, but he would wait until next month to ask them when Sherry is present.            

MAYOR’S CLOSING REMARKS

            Mayor Nolan Barham invited everyone to stay and have refreshments after the meeting that he, Carolyn and Michelle furnished for Christmas.  He also thanked everyone for attending the meeting.   

ADJOURNMENT

            With no further business to discuss, Councilman Harold Vincion made the motion to adjourn and Councilman Terry Zumbro seconded.  By unanimous vote, the meeting was adjourned at 8:00 p.m.
