February 19, 2004

The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on February 19, 2004, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

INVOCATION

            Councilman Terry Zumbro delivered the Invocation. 

 PLEDGE OF ALLEGIANCE

            Vice-Mayor Ronnie Hill led the Pledge of Allegiance to the flag.

 MAYOR'S WELCOME

            Mayor Barham welcomed everyone to the City Council Meeting.   

 CITIZEN’S INPUT

None.

APPROVAL OF MINUTES

            The minutes stood approved as mailed and presented. 

 OLD BUSINESS

MTAS Review:

            Mayor Barham announced that the MTAS Management Review will be in March.  MTAS is looking forward to being here.  Sherry Marsalis stated that Richard Stokley will be the chairman and responsible for the financial part of the review.  

 NEW BUSINESS

Bond Payment:

            Mayor Barham told the City Council that the city needs to withdraw $35,000.00 from our CD at Union Planter’s Bank, which can be done without any penalty, to use for the annual Bond payment.  Councilman Terry Zumbro moved to withdraw the $35,000 from the CD to the general checking account, and Councilman Robert Turner seconded the motion.  A roll call vote was administered by Sherry Marsalis and answered with a unanimous “Yes” from the Council, 6-0.

 John Redmond Memorial:

            Mayor Barham stated that some citizens had asked him to present to the City Council a recommendation to ask the State Legislature for a resolution naming a bridge in Eagleville in honor of John Redmond.  The State will not pay for the signs.  The State Legislature informed Mayor Barham that the cost would probably be approximately $500.00.  After much discussion regarding the price, Councilman David Rigsby made the motion to accept, and Councilwoman Debbie Ryan seconded the motion.  A roll call vote was administered by Sherry Marsalis and answered with a unanimous “Yes” from the Council, 6-0.

POLICE BOARD REPORT

            Chief Everett Stone asked the City Council for a continuation of 90 days leave of absence for Sergeant Charles Holt.  Vice-Mayor Ronnie Hill made the motion and Councilman Robert Turner seconded the motion.  The motion was passed by a unanimous “Aye” vote.

            Councilman Harold Vincion inquired about the citizen’s request from last month regarding the need for more police protection, and what has been done to get another officer to help Chief Stone.  Chief Stone replied that the Rutherford County Sheriff’s Department has offered to be in Eagleville when Chief Stone is off duty.  It has been noticed by Chief Stone and the Council that more county officers are in town. 

             Chief Stone stated that there had been a couple of complaints, mostly civil; kids on Elm Street, a property dispute, and the grease pit at the Dairy Bar.  Chief Stone found out who had been toilet papering a few houses in Eagleville, and also talked to two individuals about squealing tires when leaving work at Henry & Al’s. 

Mayor Barham told the Council that there will be a safety light installed in the curve between Elm Street and Mrs. Vincion’s house.  There have been disturbance problems in that area. 

Chief Stone announced to the Council that Michelle Bennett had completed both courses for TIBRS Certification and is now TIBRS Certified. 

Councilwoman Debbie Ryan asked the Council to consider installing spot lights for the new signs to make them more visible.  The Council asked her to check costs and bring a recommendation to the next meeting. 

Mayor Barham introduced John Somers to the Council.  Mayor Barham stated that Mr. Somers would be in training for enforcement of codes. 

FIRE BOARD REPORT

            Chief Jackson stated there had been no fires.  He will be attending a special fire class on the 25th at the Bedford County Fire Training Facility.  He stated that the truck is running again, and he is waiting on parts for the other one.  The Fire Department also removed the old signs at the North and South entrances to town on 41A. 

            Chief Jackson presented the Council with a certificate from the State Fire Marshall’s Office.  Congratulations were given. 

            Councilman Terry Zumbro told the Council that there was a death benefit of $25,000.00 in other states for any fireman killed in the line of duty.  He asked if anyone knew anyone in the legislature to mention this to them since Tennessee is the only state that doesn’t have this. 

Beautification Committee

            Councilwoman Debbie Ryan entered into a discussion about paying the fireman to take down the signs.  Mayor Barham stated that there was a memo from Mary Ann from Hall, Davidson & Associates, stating that a timesheet or invoice is necessary for documentation for audit purposes before a check can be written.  The memo refers to the Internal Control and Compliance Manual for Tennessee Municipalities, and the note on page 17 section 4 stating that “all disbursements, regardless of the accounting procedures, must be supported by invoices, cash tickets or other adequate supporting documentation.  (Statements are NOT adequate supporting documentation.)”  Page 21 section 21 states that “time cards or honor system time sheets (approved by department heads) should be maintained for all employees in order to eliminate unauthorized pay and repeated tardiness.”  The documentation should be submitted within three (3) days and approved before any checks are signed. 

     Mayor Barham thanked Councilwoman Debbie Ryan for all the work on the signs.   

 OTHER BUSINESS

Long Distance Service:         

Mayor Barham stated that Councilman Robert Turner pointed out to him about four months ago that the City needs to be looking to save money on long distance and phone service.  Mayor Barham handed the Council a chart showing the monthly savings since canceling AT&T Long Distance and switching completely to BellSouth and BellSouth Long Distance. 

 Washington:

Mayor Barham will travel to Washington, D.C. representing elected officials with the GNRC delegation on February 21 – 25. 

 ADJOURNMENT

            With no further business to discuss, Councilman Robert Turner moved the meeting be adjourned, seconded by Mayor Barham.  Meeting was dismissed by unanimous vote at 7:45 p.m.
