MINUTES OF THE REGULAR SESSION

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE

 February 22, 2005  

The City Council of the Town of Eagleville , Rutherford County, Tennessee, met in regular session at 7:00 p.m. on February 22, 2005 , in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham.   

ROLL CALL

            A roll call was administered by City Recorder Michelle Bennett.  All members were present except Councilman M. A. Smitty, who arrived at 7:05 p.m.     

INVOCATION

Councilman Harold Vincion delivered the Invocation.   

PLEDGE OF ALLEGIANCE

Councilman Terry Zumbro led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

CITIZEN’S INPUT

            Councilman Terry Zumbro thanked the Fire Department for their quick response on removing a tree on Church Street that fell during Monday morning’s storm.      

APPROVAL OF MINUTES

            Councilman David Rigsby moved to approve the January minutes as mailed.  Councilman Terry Zumbro seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed unanimously.  

ADDITIONS / DELETIONS TO AGENDA

None.   

OLD BUSINESS

Grant Facilitator Report

            The Council was provided with a written report, which is attached. 

Park Report Update – Vice-Mayor Ronnie Hill

            Vice-Mayor Ronnie Hill mentioned that Mr. Farley had applied for a Forestry Grant, but was unsure about the approval date and location after receiving the trees.                

POLICE BOARD REPORT

Pepper Saucier’s Driveway

Chief Stone informed the Council that Ms. Saucier had come into City Hall stating that TDOT has looked at her driveway and told her it was up to the Town to repair.  Chief Stone stated that he had spoken with Tony Smithson with TDOT, who said that it was Ms. Saucier’s responsibility to repair.  Chief Stone has again contacted Mr. Smithson, asking him to send us a copy of the letter that was sent to Ms. Saucier from TDOT.   

FIRE BOARD REPORT

Chief Jackson informed the Council that he had been contacted by someone regarding Eagleville’s ISO rating.  Currently the ISO rating is based on having three trucks running.  He is concerned that only two trucks are currently running.  The rating would drop if the third truck is not repaired.  Councilman Vincion stated that the yellow truck is funded by the Town, and we do not have to do anything right now, but the Town needs to look into possibly replacing the yellow truck. 

Chief Jackson also asked the Council if he could donate the car to Eagleville School .  He stated that by the time he advertised to sell it, we would probably lose money.  Attorney Greg Reed stated that he was not sure if the Council had the authority to donate Town property, and he would look into it.   

BEAUTIFICATION COMMITTEE

Activities Committee

             Councilwoman Debbie Ryan told the Council that they Beautification Committee had created an Activities Committee , Historical Committee, and Beautification sub-committee.  Certain members will help with activities and other members will focus on the historical and the beautification of the Town. 

Banners

Councilwoman Ryan also reported that Ralph Marshall said he would take the holiday banners down this weekend. 

Account

Councilwoman Ryan brought up the idea of having a separate bank account for the Activities Committee.  Mayor Barham stated that he would have to discuss this with Eagleville’s accountant.      

ANY OTHER BUSINESS

Dumpster

Councilman Smitty volunteered to pick up the trash at City Hall and haul it away every month if we were not under a contract.  Michelle will check with Waste Management on the agreement. 

Hwy 99

Councilman Terry Zumbro announced that he had spoke with Senator Tracy and Senator Ketron and was informed that the Hwy 99 is definitely going to be bid September 2, 2005.   

MAYOR’S CLOSING REMARKS

            Mayor Nolan Barham asked Michelle to share with the Council her money-saving accomplishments.  Michelle stated that she had talked with Paula at the bank and on most of the accounts, all fees have been waived.  Also, she asked MTE to disconnect the meter on the vacant Fire Department property across the street, saving $13.00 a month, and start deducting the bill for the traffic light out of Street Aid instead of the General Funds.  

            Mayor Barham thanked Michelle for all she is doing for the Town in her new position.            

Councilman Harold Vincion

Councilman Harold Vincion thanked everyone for the flowers, cards and phone calls after his surgery.   

ADJOURNMENT

With no further business to discuss, Councilman Smitty made the motion to adjourn and Councilman Harold Vincion seconded.  By unanimous vote, the meeting was adjourned at 8:00 p.m.
