MINUTES OF THE REGULAR SESSION

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE           

June 23, 2005  

The City Council of the Town of Eagleville , Rutherford County, Tennessee, met in regular session at 7:00 p.m. on June 23, 2005 , in Eagleville City Hall with MayorNolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham.   

ROLL CALL

            A roll call was administered by City Recorder Michelle Bennett.  All members were present.   

INVOCATION

Councilman Rigsby delivered the Invocation.     

PLEDGE OF ALLEGIANCE

Mayor Barham led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

RECESS

            Mayor Barham recessed the City Council Meeting and called to order the Public Hearing for the 2005-2006 Eagleville City Budget.        No one had any pubic comments. 

            Mayor Barham adjourned the Public Hearing and called back to order the City Council meeting.   

CITIZEN’S INPUT

            Mr. John Edward Turner spoke concerning trash on Hwy 41-A in front his residence and business and submitted pictures to the Council. 

            Mr. Joe Shelton voiced his support for the park and his concerns about the progress and future of the park after completion.   

APPROVAL OF MINUTES

            Councilman Harold Vincion moved to approve the May 24, 2005 minutes.  Councilman David Rigsby seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed 5-1 with Councilman Smitty voting no.   

ADDITIONS / DELETIONS TO AGENDA

None.   

OLD BUSINESS

Grant Facilitator Report

             None.

Park Report Update – Vice-Mayor Ronnie Hill

            None.

Resolution – New Meeting Date

            Attorney Greg Reed brought the Resolution for the new fourth Thursday meeting date of each month for the Mayor, Vice-Mayor and City Recorder to sign.   

2005/2006 Budget – Third & Final Reading

            Councilman Terry Zumbro made the motion to accept the Third & Final Reading of the 2005/2006 Budget for the Town of Eagleville .  Councilman David Rigsby seconded the motion.  Mayor Barham explained that he and Michelle had followed the request of the Council by contacting Kevin Barnett at the Tennessee Municipal Pool office, and the budget reflects their 4.92% interest rate for borrowing $350,000.00.  Mr. Cross explained that if the budget passed, all of the necessary paperwork involved with borrowing the money would be with the law firm of Stokes & Bartholomew, and the total cost for preparing the necessary documents and getting them to the State Comptroller’s office would be $500.00.  We would need to have a called meeting for the purpose of accepting a resolution authorizing the issuance of interest bearing general obligation capital outlay notes, series 2005, in an amount not to exceed $350,000.00, and would provide for the payment of said notes.  A roll call vote was administered by Michelle Bennett and answered from the Council, 5-1, with Councilman Smitty voting no, because he felt that money being paid for Legislative Service could be eliminated and that he would rather have a .5˘ tax increase for three years.

POLICE BOARD REPORT

Eagleville Safety Fair

            Chief Stone informed the Council that the Eagleville Safety Fair will be held at Regions Bank on August 6, 2005, from 11:00 am. to 4:00 p.m..  Free child safety seats will be given out, along with free child fingerprinting, safety into and free gun safety locks.                  

FIRE BOARD REPORT

Turn Out Gear

Chief Jackson reported that the new turnouts had arrived and he was distributing them.     

MAYOR’S CLOSING REMARKS

              Mayor Barham thanked all of the Council for attending the meetings this week.  He reminded them that Michelle will call the Daily News Journal in the morning to submit a public notice for the called meeting on July 14, 2005. 

            Councilman Harold Vincion asked Mayor Barham what the progress was on naming the bridge on Hwy 41-A over Cheatham Creek after John Redmond.  Mayor Barham notified the Council that all of the paperwork from the City had been sent to Representative Curt Cobb and Senator Bill Ketron for the official presentation to the State Legislature.   

ADJOURNMENT

With no further business to discuss, Councilman David Rigsby made the motion to adjourn and Councilman Terry Zumbro seconded.  By unanimous vote, the meeting was adjourned at 7:48 p.m.
