MINUTES OF THE REGULAR SESSIONOF THE COUNCIL OF THE TOWN OF
The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on January 26, 2006, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding. ROLL CALL A roll call was taken by City Recorder Michelle Bennett. All members were present. INVOCATION Councilman Harold Vincion delivered the Invocation. PLEDGE OF ALLEGIANCE Janie Zumbro led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor Barham welcomed everyone to the City Council meeting. CITIZEN’S INPUT Ø Greg Buchanan addressed the Council regarding the upcoming town elections. He stated that he is looking forward to working with the Council. Ø David Turner also addressed the Council regarding the Mayor’s election. Ø Councilman Smitty stated to the Council that he is running for Rutherford County Trustee and he would appreciate a vote. Ø Ronnie Hill thanked Mayor Barham, Carolyn Barham, and Mike and Michelle Bennett for the refreshments at Huckleberry’s for Christmas. APPROVAL OF MINUTES Councilman Harold Vincion moved to approve the December minutes with corrections for Attorney Greg Reed, with Councilman Terry Zumbro seconding. A roll call vote was administered by Michelle Bennett and the motion passed 6-0. ADDITIONS / DELETIONS TO AGENDA The financial report was added under Old Business at Councilman Smitty’s request, and Church Street and Business Licenses were added under New Business. OLD BUSINESS Grant Facilitator Report None. Park Update Vice-Mayor Ronnie Hill stated that the culverts had been bought to put in the parking lot. After the recent storms they have a better idea of how the water will drain at the park. At the last Park Board meeting, playground equipment was discussed. Vice-Mayor Hill has submitted dimensions to a local company in Murfreesboro. He is expecting several proposals before the next meeting. Vice-Mayor Hill also stated that the Park Board and the Ball Club are trying to come to an agreement for the expenses for use of the ball fields and concession stand. As of right now they have agreed to put things on hold and have another meeting in the future. A bid for bleachers will be advertised in the Daily News Journal on January 29th. All bids are due into City Hall by February 8, 2006, by Noon. It was decided there would be a called meeting on Thursday, February 9, 2006, for opening of bids. Vice-Mayor Ronnie Hill also mentioned that Chief Stone is helping with all of the electrical work at the park. Second Reading of Ordinance #05-03 Amending 2004-2005 Budget Councilman Smitty made the motion to accept the second reading of Ordinance #05-03. Councilman Harold Vincion seconded. A roll call vote was administered by Michelle Bennett and the motion passed unanimously. Financial Statement Ø Councilman Smitty had a concern about Mr. Gordon Lamb’s water bill being higher than usual. He thought maybe they had a water leak, and wanted someone to let them know. Vice-Mayor Hill stated he would inform Jimmy Lamb. Ø He also questioned number 9193 to Dell Marketing. Mayor Barham told him that was for the new computer. Ø The next question was number 9191 for Beautification on the credit card. Mayor Barham and Michelle explained that was the December charges for the Christmas Parade. Ø He also questioned property tax income from Coca Cola. It was explained that was for a local Coke machine. Ø Vice-Mayor Ronnie Hill asked about the sales tax for December. Michelle explained that it was deposited on January 2, 2006, due to her being on vacation the end of December. POLICE BOARD REPORT Chief Stone stated that he and Michelle had contacted S&W Contracting about the traffic light. S&W had to come out and repair it on the east side beside the post office. FIRE BOARD REPORT Chief Joe Jackson told the Council that Truck # 4501 was in the shop. What they thought was a minor problem turned out to be a major problem. The estimated amount to repair the truck is $16,000. Chief Jackson also announced that the Fire Department will have a Country Ham Breakfast on Saturday March 4th, at the Community Center from 6:00 a.m. to 10:00 a.m. Adults will be $6.00 and kids 12 and under $3.00. The Fire Department has already been donated ten Country Hams. NEW BUSINESS THDA Housing Grant Mayor Barham told the Council that $496,904.50 had been spent to update 12 homes in the City Limits. Applications for a three-year THDA Housing Grant will be submitted in the spring. Mayor Barham entertained a motion to have Cindy Raymond, GNRC, apply for the THDA Housing Grant. Councilman Terry Zumbro made the motion and Councilman Harold Vincion seconded. After discussion, a roll call vote was administered by Michelle Bennett and the motion passed by unanimous vote. Mobile Home Ordinance Mayor Barham told the Council that they had a copy of the mobile home ordinance. At the last Planning Commission meeting it was discussed that all of the Planning Commission members were under the impression that all codes remained the same and no house trailers were allowed in City Limits. Their impression was false and after discussion the Council agreed to send it back to the Planning Commission to rework the section. Business License Attorney Greg Reed stated that he received a letter from Mr. Greg Buchanan requesting his money back for his business license to build homes. It stated that he is a Speculative Home Builder and in the list provisions a Speculative Home Builder is exempt in the Town of Eagleville. After discussion, the Council agreed to refund Mr. Buchanan his $20.00 upon surrender of his business license. bEAUTIFICATION cOMMITTEE Councilwoman Debbie Ryan stated that they have already started talking about the Easter Egg Hunt in April. OTHER BUSINESS None. MAYOR’S CLOSING REMARKS Ø Mayor Barham stated that in the Spring, Tonya Blades, GNRC, wants to meet with the Beautification Committee regarding a Street Scapes Grant. Ø He also informed the Council that the Linebaugh Library transition went very smooth. Ø Mayor Barham also wants to have a special census just as soon as possible. He doesn’t feel that everyone was counted in the last censes in 2000. Ø Mayor Barham and the Economic Development Council will also be meeting with Larry McElroy, CUD, in the near future with a MTAS Representative. Ø Mayor Barham met with Margaret Norris, MTAS, about the Town’s Charter. Margaret has been working on this and will be meeting with him and Michelle soon with changes for the Charter. If the Charter as a whole cannot be approved Mayor Barham wants to get the election date changed to November to save the City about $4,000 a year. Ø Mayor Barham gave each Council member a copy of the updated Zoning Ordinances. He asked that if anyone had any changes to please submit them to Michelle in written form before February 6th. ADJOURNMENT With no further business to discuss, Councilman Smitty made the motion to adjourn and Councilman Zumbro seconded. By unanimous vote, the meeting was adjourned at 8:12 p.m.
