OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE

January 25, 2005

 The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on January 25, 2005 , in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham. 

 ROLL CALL

            A roll call was administered by City Recorder Michelle Bennett.  All members were present except Councilman Harold Vincion who was absent because of a recent knee surgery.   

INVOCATION

Councilman Terry Zumbro delivered the Invocation.   

PLEDGE OF ALLEGIANCE

City Recorder Michelle Bennett led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.

CITIZEN’S INPUT

            None.  

APPROVAL OF MINUTES

            Councilman Terry Zumbro made the motion to approve the December minutes as mailed.  Councilman David Rigsby seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed unanimously.  

ADDITIONS / DELETIONS TO AGENDA

            Mayor Barham made three additions to new business: Beautification Committee Member Recommendation; Clark Street Improvement; and Street Aid Fund Transfer.   

OLD BUSINESS

Grant Facilitator Report – Alan Farley

Assessment for 2005

Mr. Farley recommended to the Council that the town prepare a need assessment for the following:       Building Facilities- Town Hall , Fire & Police Department and Library

Additional needs for the Town Park

Fire Department  

Mr. Farley stated that Eagleville should establish a needs assessment plan in order to give direction on what grant opportunities should be pursued.  As the grant process begins for the year, the Mayor’s ad hoc committee, Buildings and Facilities and Economic Development, will offer direction on what is needed in the respective areas.  

Sewer project

Mr. Farley also stated that Eagleville needs to keep in discussions with the Town of Smyrna on their expansion and CUD (S.T.E.P. System) in order to plan on the proper time to seek sewer grants.  

Trailhead/City Park

Mr. Farley told the Council that discussions are still on going on the Federal TEA 21 Bill that has money appropriated for the Trailhead for Eagleville Town Park .  Eagleville is still seeking federal assistance and is being updated on a regular basis by Congressman Gordon’s office.

In conclusion, Mr. Farley repeated that he is currently looking at anything available that Eagleville may need.   

Park Report Update – Vice-Mayor Ronnie Hill Donation

            Vice-Mayor Ronnie Hill told the Council that Middle Tennessee Electric had donated $3,000 towards the Town Park Grant. 

50% Match

Eagleville has received the first reimbursement from the State for the amount of $2,481.54.  The turnaround time was approximately thirty days from application.   

Hammontree E-mail

            Vice-Mayor Hill explained that he and Mayor Barham had received an e-mail from Mr. Hammontree answering their questions related to the December meeting regarding park expenditures and matching funds.                

NEW BUSINESS

Michelle Bennett, New City Recorder

            Mayor Barham recommended to the Council that Michelle Bennett be hired as the new City Recorder, at an hourly rate of $15.50, with a .50¢ increase on July 1st (Probation Period) and another 50¢ increase on January 1st, 2006, after certification classes are completed.  Also, he recommended the pay be retroactive back to January 3, 2005.  Following some discussion, Councilman Terry Zumbro made the motion to accept the Mayor’s recommendation and Councilwoman Debbie Ryan seconded.  After further discussion, a roll call vote was administered by Michelle Bennett.  The motion passed 4-0with Councilman Smitty abstaining.   

Beautification Committee Member Recommendation

            Mayor Barham made the recommendation to appoint Rita Boyd to the Beautification Committee.  Councilman David Rigsby moved and Vice-Mayor Ronnie Hill seconded the motion, which was passed unanimously.  

Clark Street Improvement

            A motion was made by Ronnie Hill to place new gravel on Clark Street to widen the road near the Allisona Road intersection  and other places where the road is narrow.  The motion was seconded by Councilman David Rigsby.  A roll call vote was administered by Michelle Bennett and the motion passed 4-1, with Councilman Smitty voting no.   

Street Aid Fund Transfer

            Mayor Barham asked for a motion for street light payments to be paid from the Street Aid account, dating back to July 1, 2004.  Councilman Terry Zumbro made the motion and Vice Mayor Ronnie Hill seconded.  A roll call vote was administered by Michelle Bennett and the motion passed unanimously.  

POLICE BOARD REPORT

Donation

             Chief Stone informed the Council that Barbara Matteai had made a donation of $25 to the Police Department and $25 to the Fire Department.   

Code Letter

Chief Stone stated that he and Michelle had finalized the letter for code violations.  An Executive Hearing Board had been created consisting of Chief Stone, the City Recorder, and one Council Member/Mayor.  The letters, if necessary, will be sent out at the first of the month with the hearing being held on the nearest day to the 15th.  Second letters, if necessary, will be sent out on the 16th with the hearings being held on the date nearest the last day of the month.   

FIRE BOARD REPORT

No report.  

BEAUTIFICATION COMMITTEE

             No report.  

ANY OTHER BUSINESS

Safe Deposit Box

            Councilman Smitty asked why we had a safe deposit box.  Mayor Barham stated that there are city documents kept there, along with backup discs for QuickBooks, and other records.      

BellSouth

            Councilman Smitty asked why the BellSouth telephone bill was so high.  Councilwoman Debbie Ryan explained that it was because it consisted of charges for the Town’s business line, fax line, and internet service.

            Councilman Smitty thanked everyone for the flowers, card and gifts that he received at the passing of his father.  He stated it was a very nice thought and he appreciated everything.

            Mayor Nolan Barham thanked everyone for attending the meeting. 

ADJOURNMENT

With no further business to discuss, Councilwoman Debbie Ryan made the motion to adjourn and Councilman David Rigsby seconded.  By unanimous vote, the meeting was adjourned at 8:00 p.m.
