MAYOR'S WELCOME
Mayor Barham
welcomed everyone to the City Council meeting.
CITIZEN’S INPUT
Mrs. Barbara Carlton voiced concerns regarding law enforcement on the
Eagleville website.
APPROVAL OF MINUTES
Recommended changes were made to the minutes of the previous meeting and
the minutes were approved as read by unanimous vote of the Council.
ADDITIONS / DELETIONS TO AGENDA
None.
OLD BUSINESS
Alan Farley Grant Report
Alan Farley discussed with the Council updates regarding the FEMA Grant
for the Fire Department, additional State Fire Department Grants, AED Grant,
TDEC Park Grant, and the
Washington
,
D.C.
meeting.
Park Report Update – Vice-Mayor Ronnie Hill
Vice-Mayor Ronnie Hill reported to the Council that the ad hoc committee
recommends hauling in dirt to be
placed where the future ball fields will be located, raising each field one
foot. He estimated the cost to be
$4,000 per ball field.
There was discussion about the e-mail from Tonya Blades regarding any
work done before the grant was issued and any environmental study completed.
Councilman Harold Vincion moved that if not in violation of any
environmental clearances necessary, up to $5,000 be approved to purchase soil
and rock to be placed on the park property.
Councilman Terry Zumbro seconded the motion.
A roll call vote was administered by Sherry Marsalis, and the motion
passed by a vote of 4-1; Councilman M. A. Smitty voting no.
NEW BUSINESS
Chief Stone’s Recommendation: Hiring new police officer
Mayor Barham reported to the
Council that Chief Stone had some recommendations regarding the Police
Department. This will be revisited
in the August Council Meeting.
Updating 1999
Standard
Building
Code Fee Schedule
Vice-Mayor Ronnie Hill informed the Council that the Standard Building
Code Fee Schedule had not been updated since 1999.
Mayor Barham provided the Council and guests with the 2001 Standard
Building Code Fee Schedule along with the current fee codes schedule being used
in Eagleville. After discussion,
Vice-Mayor Ronnie Hill moved to adopt the 2001 Standard Building Code Fee
Schedule as the Town of
Eagleville
building codes fee schedule, effective
August 1, 2004
. Councilman David Rigsby seconded
the motion.
Councilman M. A.
Smitty moved to amend Mr. Hill’s motion by changing the sign permit cost to
$10.00. There was no second and the
motion to amend failed for lack of a second.
Councilman M. A.
Smitty moved to amend Mr. Hill’s motion by keeping the sign permit cost at
$25.00. There was no second and the
motion to amend failed for lack of a second.
Councilman M. A.
Smitty moved to amend Mr. Hill’s motion by changing the tent permit cost to
$5.00. There was no second and the
motion to amend failed for lack of a second.
Councilman Terry
Zumbro moved to amend Mr. Hill’s motion by changing the tent permit fee to
read, “Tent for Commercial Purposes.” Councilman
David Rigsby seconded the motion. After
discussion of the motion to amend, a roll call vote was administered by Sherry
Marsalis and the motion to amend passed 4-1; Councilman M. A. Smitty voting no.
Vice-Mayor Ronnie
Hill made the motion to amend his original motion by deleting “Change of
Occupancy.” Councilman Terry
Zumbro seconded the motion to amend. A
roll call vote was administered by Sherry Marsalis, and the motion to amend
passed unanimously, 5-0.
With no further
discussion or motions to amend Mr. Hill’s original motion, as amended, a roll
call vote was administered by Sherry Marsalis and the motion was passed 4-1;
Councilman M. A. Smitty voting no.
POLICE BOARD REPORT
No further report.
FIRE BOARD REPORT
Chief Joe Jackson informed the Council that the Fire Department received
two vehicles, a 1989 Crown
Victoria
and a 1995 Ambulance, from
Rutherford
County
.
BEAUTIFICATION COMMITTEE
None.
ANY OTHER BUSINESS
Councilman Harold
Vincion asked about Sergeant Charles Holt’s commission check on the financial
statement. It was explained that
it’s a supplemental pay the State pays all police officers each year for
maintaining Police Officer Safety Training Certification.
Councilman Harold
Vincion also asked about the $40.63 check issued to Michelle.
Sherry explained it was for the last called meeting at the end of June.
Councilman M. A.
Smitty questioned the $750.00 check under Street Aid for Ed Wettig.
Sherry explained that it was his monthly bill for street maintenance.
ADJOURNMENT
With no further
business to discuss, Councilman Terry Zumbro moved to adjourn and Councilman
David Rigsby seconded the motion. By
unanimous vote, the meeting was adjourned at
8:33 p.m.
