Councilman
Harold Vincion delivered the Invocation.
PLEDGE OF ALLEGIANCE
Councilman
M. A. Smitty led the Pledge of Allegiance to the flag.
MAYOR'S REMARKS
Due
to inaccuracies in the 2004/2005 Budget passed on
June 22, 2004
, Mayor Barham called a special session of the City Council, presenting to the
Council a corrected 2004/2005 budget for the Town of
Eagleville
.
City Recorder Sherry Marsalis
City Recorder, Sherry Marsalis, apologized to
the Council for the error that was found after the budget had been passed.
She explained that Excel had not calculated a few cells correctly.
Sherry stated to the Council that she and Mary Ann Underwood had worked
all day.
City Auditor Mary Ann Underwood
Mary Ann informed the Council that Sherry had
called her on Friday needing help with the 2004/2005 City Budget.
Sherry e-mailed the budget to Mary Ann so she could import the numbers
to her spreadsheet to compare and try to help bring the revenues and
expenditures in line with each other. Mary
Ann also explained that Excel may not pick all the cells if more lines are
added at the end of the formula.
Reconciliation 2003/2004 Budget
Mary
Ann Underwood informed the Council that there are a few new items that needed
to be added this year on reconciliation. The
depreciation for 2003/2004 is estimated to be about $15,000.00 on the general
fixed assets. This had not been
previously budgeted. This shows up
on the audit report along with the actual figures for the year.
The Home Program expenditures of $100,000.00 had not been entered into
the budget. The estimated figure
from the Home Program Administrator is $100,000.00.
So, the budget needs to reflect the proceeds and expenditures of the
Home Program.
Mayor
Barham asked for a motion to adopt the new reconciliation on the 2003/2004
budget. Vice-Mayor Ronnie Hill
made the motion and Councilman Harold Vincion seconded.
A roll call vote was administered by Sherry Marsalis and answered with
a unanimous “Yes” from the Council, 6-0.

2004/2005 Zero Balanced Budget
Mayor
Barham told the Council to refer to Budget B, the zero-balanced budget.
Councilman M. A. Smitty made the motion to follow Budget B, and allow
each City Council member to go over the budget line item by line item and vote
on it collectively at the end. Councilwoman
Debbie Ryan seconded the motion. A
roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0.
Mayor
Barham began with the Revenues, stating that the State projection of the Hall
Income Tax had been included. After
a brief discussion, the motion to approve the revenue portion of the budget
with a tax levy of $.72 per $100.00 was made by Councilman Terry Zumbro and
seconded by Councilman M. A. Smitty. After
a roll call vote by Sherry, the motion passed unanimously, 6-0.
Line
items of Expenditures, which were discussed and changed from the zero-budget
presented are as follows: 761(A)-Executive
Secretary was decreased from $14,872.00 to $11,000.00; 768-Payroll Payments were decreased from $6,800.00 to $6,500.00; 774-Advertising
was increased from $1,000.00 to $1,500.00; 775-Dues
was decreased from $1,500.00 to $1,000.00; 790-New
Equipment was decreased from $1,000.00 to $500.00; 800-Library Grant was decreased from $13,000.00 to $12,000.00; 808-Mayor/Staff
was decreased from $1,000.00 to $500.00; 776(A)-Motorcycle
Lease was decreased from $1,860.00 to $500.00; 777-Police Supplies was decreased from $1,500.00 to $1,000.00; 777(A)-Police
Training was decreased from $1,000.00 to $0; 777(E)-Police
New Equipment was decreased from $1,000.00 to $0;
781-Police Fuel/Repair was
increased from $2,000.00 to $3,000.00; and 769-Street
Lights was increased from $8,785.00 to $9,000.00.
There was a savings of $9,317.00, which was put into line item 872-Parks and Recreation.
Mayor
Barham asked for a motion to accept Expenditures and Appropriations as
corrected. Vice-Mayor Ronnie Hill
made the motion and Councilman Harold Vincion seconded the motion.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0. (A
copy of the 2004/2005 Budget is attached as part of the minutes.)
Councilman
M. A. Smitty made the following motions: the Town of Eagleville will no longer
send flowers to any citizen; the water account will be switched over into the
general funds account; the lease of the motorcycle will not be renewed; a copy
of the 2004/2005 Budget will be sent to each Council member by mail; and that
Doug Davis, Daily News Journal, will be contacted so that he may write an
article regarding the new 2004/2005 Budget.
Councilman David Rigsby seconded the motions.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0.
Councilman
Harold Vincion made the motion that the Council have a work session on the
budget each year. Councilman
M. A. Smitty seconded the motion. Mayor
Barham stated that the Council will have a work session next spring to prepare
the Budget for 2005/2006. A roll
call vote was administered by Sherry Marsalis and answered with a unanimous
“Yes” from the Council, 6-0.
ADJOURNMENT
With
no further business to discuss, Councilman M. A. Smitty made the motion to
adjourn and
Councilman David Rigsby seconded the motion.
The meeting was adjourned at
9:57 p.m.
