MINUTES OF THE REGULAR SESSION OF THE COUNCIL OF THE TOWN OF EAGLEVILLE, TENNESSEE March 23, 2004
The City Council of the Town of Eagleville,
Rutherford County, Tennessee, met in regular session at 7:00 p.m. on March 23,
2004, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding. COUNCIL MEMBERS PRESENTMayor Nolan S. Mayor Barham welcomed everyone to the City Council Meeting. CITIZEN’S INPUT
None. Public Hearing Mayor Barham recessed the City Council Meeting and called to order the Public Hearing on the annexation request along State Hwy 41-A at the Bell property (as advertised). There was no discussion.
Mayor Barham called the Public Hearing to a close and called the City
Council Meeting back to order. APPROVAL OF MINUTES
The minutes stood approved as mailed and presented. OLD BUSINESSAlan Farley Grant Report FEMA Grant: Mr. Farley stated
that he met on March 15, 2004, with Chief Jackson and Ray Crouch, Fire
Consultant with Municipal Technical Advisory Service (MTAS), to discuss the
Federal Emergency Management Association (FEMA) Assistance to Firefighter’s
Grant. They conducted a needs
assessment of the Fire Department, and a grant application for approximately
$65,000 is currently being prepared. The
grant is a 90/10 match, with a deadline of April 2, 2004.
He stated that they are considering new equipment, training dollars for
attending the Tennessee Fire Academy, new computer for completing Tennessee Fire
Incident Reports, and additional volunteer fire fighters.
The City’s match would be $6,500. Parks Grant: Mr. Farley also announced that he had conducted several meetings regarding a new city park. The Tennessee Department of Conservation has a state grant for parks and recreation and also has a grant for Recreation Trails Program.
Mr. Farley recommended that the Council approve a separate stand alone
parks and recreation board that is separate from the current Historic and
Beautification Committee. Councilman
David Rigsby asked why there had to be a separate committee from the
Beautification Committee. Mr.
Farley explained that it is stated on the grant that there be a stand alone
committee.
Mayor Barham went back to the first recommendation.
He stated that even though the City Council is going to have a first
reading on the budget next meeting, there needs to be a recommendation for a
line item in the Fire budget designated for 10% of the matching grant.
Since the FEMA Assistance to Firefighter’s grant is $65,000.00, the
City’s 10% obligation totals $6,500. Councilman
David Rigsby made the motion to accept, and Councilman Robert Turner seconded.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0. Mayor Barham then went to the second recommendation from Alan Farley to approve that Attorney Greg Reed have a document for a recreation board at our next meeting. Attorney Reed stated that the current Beautification Committee could serve in the capacity and assist with creating an ad hoc committee for the Recreation – Park Grant. There was much discussion regarding the Beautification Committee for this purpose. It was agreed that it would further be discussed at the Beautification Committee Meeting immediately following the City Council Meeting.
