MINUTES OF THE REGULAR SESSION

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE  

March 22, 2005  

The City Council of the Town of Eagleville , Rutherford County, Tennessee, met in regular session at 7:00 p.m. on March 22, 2005 , in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham.   

ROLL CALL

            A roll call was administered by City Recorder Michelle Bennett.  All members were present.   

INVOCATION

Councilman David Rigsby delivered the Invocation.   

PLEDGE OF ALLEGIANCE

City Recorder Michelle Bennett led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

CITIZEN’S INPUT

            None.

APPROVAL OF MINUTES

            Councilman Harold Vincion moved to approve the February minutes.  Councilman Terry Zumbro seconded the motion.  A roll call vote was administered by Michelle Bennett and the motion passed unanimously.  

ADDITIONS / DELETIONS TO AGENDA

None.   

OLD BUSINESS

Grant Facilitator Report

            Mayor Barham announced that Congressman Bart Gordon informed him that the $200,000 Appropriation Bill for purchasing the Poe property, with some start up money, for the Greenway and Trailhead has passed the U.S. House of Representatives.  The Bill now goes to the Senate.  With approval, it goes to President Bush for his signature. 

Park Report Update – Vice-Mayor Ronnie Hill

            No report.        

Hwy 41A Sidewalk Update - Chief Stone

            Chief Stone reported that the sidewalk on South Main Street facing City Hall had been completed.  A warning citation has already been issued for illegal parking.  He stated that as soon as the paint arrives, he will stripe the lines for designated parking spots.                

POLICE BOARD REPORT

Chief Stone informed the Council that he received the updated TIBRS report for Eagleville.  There were 22 incidents reported last year, with no errors made in the reporting. 

Chief Stone also stated that all of the night vision goggles had been returned, and he is in the process of disposing of unnecessary equipment.   

FIRE BOARD REPORT

Attorney Greg Reed revisited the issue of donating Town property.  He stated that the Town cannot donate property; it may be sold by auction or thrown away.   

BEAUTIFICATION COMMITTEE

Banners

            Mayor Barham told the Council that the new Spring Banners were ordered and would soon replace the Christmas banners.

Easter Egg Hunt

            Mayor Barham reminded everyone of the Easter Breakfast and Egg Hunt on Saturday, March 26, 2005, at the Eagleville Community Center .   

ANY OTHER BUSINESS

Financial Statement

Councilman Smitty questioned the amounts that were transferred this past month to the Library Grant.  Mayor Barham responded that instead of making a monthly lump sum, we were just transferring the money as needed into the account.  Councilman Smitty also asked about NOI and Platinum Plus for Business.  Michelle explained that NOI was office supplies and the Platinum Plus for Business was the Town’s Credit Card.

In response to Councilman Vincion’s inquiry, Mayor Barham stated that he would have a proposed budget and current up-to-date line item expenditures soon for the Council.  There will be a called study meeting for the 2005-2006 Budget.    

Housing Grant

            Councilman Vincion inquired what amount was left in the Housing Grant.  Mayor Barham answered that he had spoken with Sam Edwards and Cindy Raymond at GNRC, and they stated that there is enough money for one more home.  Several members of the Council questioned whether sufficient time remained in the grant period for additional applications.   

MAYOR’S CLOSING REMARKS

            Mayor Barham reported that he had been served with papers for the lawsuit between CUD and Mr. Poe.  He stated that the Town is named only as the taxing entity and that no action was required. 

            He also reminded everyone of the Birthday Celebration at Union Planters Bank in Eagleville on March 31, 2005.   

ADJOURNMENT

With no further business to discuss, Councilman Vincion made the motion to adjourn and Councilman Rigsby seconded.  By unanimous vote, the meeting was adjourned at 7:24 p.m.
