MAYOR'S WELCOME
Mayor Barham
welcomed everyone to the City Council meeting.

RECOGNITION
Eagleville
School
Teachers of the Year
Mayor Barham recognized and congratulated Eagleville Elementary Teacher
of the Year, Mrs. Patsy Slusher. She
was presented with a plaque and a Resolution from the Town of
Eagleville
. Mayor Barham also recognized
Eagleville
High School
and Eagleville School Teacher of the Year, Michael McClaran.
Mr. McClaran’s parents, Don & Nancy McClaran, accepted the plaque
and Resolution on his behalf.
PUBLIC HEARING
Mayor Barham
recessed the City Council meeting and called to order the Public Hearing on the
2004/2005 City Budget (as advertised). There
was no public comment.
Mayor Barham called the Public Hearing to a close and called the City
Council meeting back to order.
APPROVAL OF MINUTES
The minutes were
approved as mailed and presented. A
roll call vote was administered by Sherry Marsalis and answered with a unanimous
“Yes” from the Council, 6-0.

OLD BUSINESS
Second
Reading
, 2004-2005 City Budget
Mayor Barham told that Council that at the end of April the City was
$9,000.00 ahead of last year’s budget. Mayor
Barham is cautiously optimistic about our projections and where the Town is
going. There was discussion
concerning the library, increasing Michelle’s hours, and the new state
mandated Fire Incident Reports as all are related to the budget.
Mayor Barham asked for a motion to accept the budget for the second
reading. Councilwoman Debbie Ryan
moved and Councilman Terry Zumbro seconded the motion.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0.
Alan Farley Grant Report Update
Mayor Barham informed the Council that the park grant was submitted
on time. Mayor Barham and Alan
Farley stated their belief that they need to go to
Washington
,
D.C.
, to make a presentation to our state delegation and staff, and asked the
Council for approval of expenditures on the trip.
Councilman David Rigsby made the motion to authorize the expenditures and
Councilman Harold Vincion seconded the motion.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0.
NEW BUSINESS
Council Structure from the Mayor
Mayor Barham recommended that the Town continue to have Councilman Ronnie
Hill as Vice Mayor, and entertained a motion to that effect.
Councilman Terry Zumbro made the motion and Councilman David Rigsby
seconded the motion. A roll call
vote was administered by Sherry Marsalis and answered with a unanimous “Yes”
from the Council, 6-0.
Mayor Barham asked Vice-Mayor Ronnie Hill to oversee the Park and
Recreation Facilities. Councilwoman
Debbie Ryan is already on this committee. Stating
that the Town needs to move forward in other areas besides parks and trails,
Mayor Barham asked that Councilman Rigsby and Councilman Smitty be on an ad hoc
committee with him, called Buildings and Facilities.
He also asked that Councilman Harold Vincion and Terry Zumbro be an ad
hoc Economic Development Committee with the Mayor.
At some time in the future, Mayor Barham will be selecting citizens who
are not a part of Parks and Trails to serve on these ad hoc committees.
POLICE BOARD REPORT
Mayor Barham
asked that the Council approve an additional 90-day leave of absence for
Sergeant Charles Holt. Vice-Mayor
Ronnie Hill made the motion to accept and Councilman Terry Zumbro seconded the
motion. A roll call vote was
administered by Sherry Marsalis and answered with a unanimous “Yes” from the
Council, 6-0.
FIRE BOARD REPORT
Mayor Barham told
the Council that Chief Joe Jackson was in a county-wide fire chief’s meeting.
The state legislature mandated on April 1st, that every fire
department had to file a fire incident report to the State Fire Marshall’s
office. This is required if the Town
is going to have any request for federal and grant dollars.
There is training required, plus, the reports are not simple and take a
lot of time. Mayor Barham stated
that the Town increase of hours for Michelle include working and training for
the Fire Department, and those hours will be paid for out of the Fire Department
funds.
BEAUTIFICATION COMMITTEE
Councilwoman Debbie Ryan told the Council that the committee has gotten
more donations for benches. She has
also made a brochure to give to citizens so they can select what they would like
to donate. Attorney Reed expressed
that the Town would need to issue a letter to donors for tax purposes
acknowledging any gifts.
OTHER BUSINESS
Vice-Mayor Ronnie Hill asked for an explanation regarding payroll. City
Recorder, Sherry Marsalis, stated that she had written out Michelle’s check in
the amount of Chief Stone’s check, and written out Chief Stone’s check in
the amount of Michelle’s check. This
made the bank account overdrawn, and the Town issued Chief Stone a check in the
amount of $167.91.
Councilman Smitty
inquired about the speed bumps on
Iris Drive
and
Poplar Street
. Mayor Barham and the Council told
him the history of this issue and the action taken.
A discussion regarding the traffic light rotation was referred to Chief
Stone.
ADJOURNMENT
With no further
business to discuss, Councilman Harold Vincion made the motion to adjourn.
Councilman Terry Zumbro seconded the motion.
The meeting was adjourned at
7:53 p.m.
