Bennett CALL TO ORDER The
meeting was Called to Order by Mayor Nolan Barham. ROLL CALL
A roll call was administered by City Recorder
Michelle Bennett. All members were
present except Councilman David Rigsby. INVOCATION Councilman
Smitty delivered the Invocation. PLEDGE OF ALLEGIANCE Taylor
Bennett led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor
Barham welcomed everyone to the City Council meeting. SPECIAL RECOGNITION - Eagleville
Teachers Teachers of the Year Mayor Barham presented Mrs. Ann Jackson with a plaque for Eagleville Elementary Teacher of the Year 2004/2005 and Mrs. Lana Carlton with a plaque for Eagleville High Teacher of the Year 2004/2005 and Rutherford County Teacher of the Year 2004/2005. Both teachers thanked the Council and stated it was an honor to be recognized. Retiring Teachers
Mayor Barham presented Ms. Patsy Slusher with a
plaque in recognition of her 34 years of teaching at CITIZEN’S INPUT
None. APPROVAL OF MINUTES
Councilman M. A. Smitty moved to approve the April
minutes. Councilman Terry Zumbro
seconded the motion. A roll call
vote was administered by Michelle Bennett and the motion passed unanimously. ADDITIONS / DELETIONS TO AGENDA None. OLD BUSINESS Grant Facilitator Report Mr. Farley stated that he is doing research on a sewer development, which will have an economic development and sanitary impact in the community.
He added that the T21 Transportation Bill has passed the Senate.
The next step is a conference committee to work out differences, and then
re-submit for approval by both Houses. Park Report Update – Vice-Mayor Ronnie Hill
Vice-Mayor Ronnie Hill reported that he has been
getting land fill from the pipeline for the parking lot.
Councilwoman 2005/2006 Budget – Second Reading
Councilman Terry Zumbro made the motion to accept
the second reading of the 2005/2006 Budget for the Town of NEW BUSINESS Audit Report – Joel Jobe
Mr. Jobe gave the 2003/2004 Audit Report to the
Council. He touched on a few key
items, and stated that overall, it was a clean report.
He thanked the staff for assistance in getting information necessary for
the audit. (A copy is on file at
City Hall and The Eagleville Bicentennial Public Library.) Election Update Mayor Barham suggested to the Council that we wait to hold a referendum to change the election date until the April 2006 election. This could be in connection with a private act to re-right the Charter. Everyone was in agreement. Council Meeting Dates
Mayor Barham recommended that the Council change
the monthly City Council Meetings to the fourth Thursday of each month instead
of the fourth Tuesday. Mayor Barham
entertained a recommendation for a resolution to change the June 28, 2005,
meeting to June 23, 2005; the July 26, 2005 meeting to July 28, 2005; and the
August 23, 2005 meeting to August 25, 2005.
Councilman M. A. Annexation
Councilman Terry Zumbro asked the Council to look
at annexation to increase the city limits on all of the major arteries in and
out of town. The Council discussed
extending City Limits (1.) from 1,000 ft off the roadway to 2,000 ft., (2.) to
the County lines, or (3.) annexing the entire Urban Growth Boundary. POLICE BOARD REPORT Recent Break-ins Chief Stone wanted to make the Council aware of some break-ins in a few churches outside of town. He asked everybody to call him or the Rutherford County Sheriff’s Office if they see or hear anything relating to these break-ins. Training Chief
Stone told the Council that he and Michelle had attended a Code Enforcement
Seminar in Sergeant Charles Holt Chief Stone mentioned that an official termination letter had been mailed to Sergeant Charles Holt. Body Armor
The body armor that Chief Stone currently has is outdated by three years,
and will be updating this soon.
FIRE BOARD REPORT 4503 Chief Jackson reported that someone would be checking Fire Truck # 4503 to see if it could be fixed instead of replaced. Turn Out Gear Chief
Jackson stated that the turn out gear that most of the firemen have is very old.
He has found full sets, which are top of the line, for $850.00 each. Training Three
barns were burned at a controlled burn on Sunday.
There will be a donation made to the Fire Department for the burning of
the barns. MAYOR’S CLOSING REMARKS
Mayor
Barham told the Council that Holly Sears is the new Economic Development
Director. She was interviewed
several weeks ago by the
Mayor Barham asked that everyone be in support of the new Convention
Center in ADJOURNMENT With no further business to discuss, Vice-Mayor Ronnie Hill made the motion to adjourn and Councilwoman Debbie Ryan seconded.
