MINUTES OF THE REGULAR SESSIONOF THE COUNCIL OF THE TOWN OF The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on November 17, 2005, in Eagleville City Hall with Mayor Nolan S. ROLL CALL A roll call was taken by City Recorder Michelle Bennett. All members were present, except Councilman David Rigsby and Councilman Terry Zumbro. Councilman Zumbro arrived at 7:15 p.m. INVOCATION Councilman Harold Vincion delivered the Invocation. PLEDGE OF ALLEGIANCE Alan Farley led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor Barham welcomed everyone to the City Council meeting. CITIZEN’S INPUT None. APPROVAL OF MINUTES Councilman Smitty moved to approve the October 27, 2005 minutes, with Councilman Harold Vincion seconding. A roll call vote was administered by Michelle Bennett and the motion, with roll call correction, passed 4-0. ADDITIONS / DELETIONS TO AGENDA The financial report was added under Old Business at Councilman Smitty’s request. OLD BUSINESS Grant Facilitator Report
Mr. Farley stated that he is still waiting on responses for two 100% funded grants, the Youth Health and Well Being and Recreation Grant, and The American Greenways Awards program. The full amount would be $30,000 with no town match. · Future Grants Mr. Farley also stated that Eagleville needs to start preparing for the FIRE grants for the spring of 2006. Chief Jackson should start preparing a list of needed for submission to the US Fire Administration. He will file the request with Congressman Bart Gordon’s office for a direct appropriation for the trail and greenway expansion in the fiscal year 2007 federal budget. Also, he is continuing to research other grant opportunities for items specified by City Council. Park Update Vice-Mayor Ronnie Hill stated that the septic system had been hooked up to the concession stand. The metal roof is scheduled to be put on Saturday. The grass seed has been planted and the infield dirt is being delivered and installed. Rutherford County Wayfinding Program Resolution #R-05-07 Mayor Barham told the Council that Resolution #R-05-07 for the Rutherford County Wayfinding Program was required in order for the Town to participate in the new county-side sign program. Councilman Harold Vincion made the motion to accept and Councilman Smitty seconded. A roll call vote was taken by Michelle Bennett and answered with a unanimous “Yes” from the Council, 4-0. Financial Statement Councilman Smitty had several questions regarding the financial statement, which were answered by Michelle, Chief Stone, Mayor Barham and Vice-Mayor Ronnie Hill. NEW BUSINESS Eagleville Bicentennial Public Library/Linebaugh Library Contract Mayor Barham presented the contract between the Eagleville Bicentennial Library Board and the Linebaugh Library Board. He explained that after receiving the contract written by Attorney Greg Reed following the guidelines sent to him, the Linebaugh Board personnel committee and the Linebaugh Board passed the agreement of the contract unanimously. The Eagleville Library Board met Monday, November 14, 2005, and passed, by unanimous vote, the contract. Laurel Best, Linebaugh Director, explained that she would recommend each year 90 days before June 30th, a yearly amount for the Town of Eagleville to consider. After brief discussion the recommendation from the Eagleville Bicentennial Public Library Board was passed 4-0 with Councilman Smitty abstaining. (A copy of the signed contract is attached hereto). POLICE BOARD REPORT Chief Stone reported that everything has been pretty calm in town. He stated that he and Michelle had to attend a TIBRS training on December 5th & 6th in Nashville. Councilman Smitty stated that he had contacted FEMA about donating the police car. He stated that they are accepting gifts. Chief Stone stated that he also had a few contacts regarding the police car and that he would pursue this and to the City Council next month. Mayor Barham thanked Chief Stone and Chief Jackson for doing a great job Halloween night and at the Bluegrass Festival. Chief Stone stated that Halloween was incident free. Councilwoman Debbie Ryan reminded Chief Stone that the parade was coming up and needed extra traffic patrol. He stated that he would be there to help, but may have to call for extra assistance. FIRE BOARD REPORT No report. bEAUTIFICATION cOMMITTEE Councilwoman Debbie Ryan told the Council that the Christmas Parade is scheduled for Saturday, December 3rd, at 2:00 p.m., and the Parade of Homes will be on Sunday, December 11, from 2:30 p.m. to 7:00 p.m. She will contact Doug Davis at the Daily News Journal to do a story on the upcoming events. Also, the Christmas banners should be put up this weekend. Chief Stone mentioned that he had been asked about putting up Christmas lights around town. Mayor Barham stated that Tonya Blades, GNRC, had talked to him about ideas for Eagleville and getting funding for these types of things. OTHER BUSINESS None. MAYOR’S CLOSING REMARKS Mayor Barham stated that he was very proud of the Christmas Parade and the Parade of Homes and was looking forward to this year. He thanked the Beautification Committee for spending many hours preparing these events. He also thanked Vice-Mayor Ronnie Hill for leadership in the park construction. He also said that many voters had asked him to reconsider running for re-election. He stated that he had promised them he would consider that and will make a decision soon. He has been overwhelmed with the response and thanked everyone for their comments. Councilman Harold Vincion told the Council that he found out that there had to be a minimum of 925 citizens in the city limits for a referendum for liquor by the drink. He had made the inquiry in response to inquiring citizens of the town. ADJOURNMENT With no further business to discuss, Councilwoman Debbie Ryan made the motion to adjourn and Councilman Terry Zumbro seconded. By unanimous vote, the meeting was adjourned at 7:54 p.m.
