CALL TO ORDER
The
meeting was Called to Order by Mayor Nolan Barham.
ROLL CALL
A roll call was administered by City Recorder
Sherry Marsalis. All members were
present.
INVOCATION
Councilman
M. A. Smitty delivered the Invocation.
PLEDGE OF ALLEGIANCE
Vice-Mayor
Ronnie Hill led the Pledge of Allegiance to the flag.
MAYOR'S WELCOME
Mayor
Barham welcomed everyone to the City Council meeting.
CITIZEN’S INPUT
None.
APPROVAL OF MINUTES
The October minutes were approved as mailed.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0.
ADDITIONS / DELETIONS TO AGENDA
None.
OLD BUSINESS
Grant Facilitator Report – Alan Farley
Mr. Farley stated that he had been contacted by
several Engineering Firms that he had directed to City Hall.
He had nothing further to report for November.
Park Report Update – Vice-Mayor Ronnie Hill
Vice-Mayor Ronnie Hill reported that the bill for the dirt and gravel had
come in, but had not yet been paid. Mayor
Barham stated that the check for sales tax had been delayed due to the holidays.
He assured the Council that the bill would be paid as soon as we received
the check.
Mayor Barham also interjected that he had gone to the Register of Deeds
and secured the paperwork for Limitation Use that stated the formal Industrial
property could never be used for anything other than a park.
Mayor Barham will deliver the papers with a $22.00 check to finalize the
transaction on Wednesday morning at The Register of Deeds office.
NEW BUSINESS
Metro Government Study Committee Appointment
Mayor Barham stated that he had included in the
Council packets information regarding the Metro Government Study Committee.
He nominated the Chairman of the Planning Commission, Mr. Don McCord, to
represent Eagleville on the committee. Councilman
M. A. Smitty so moved to appoint Mr. McCord as the Town’s representative on
the committee. The motion was
seconded by Vice-Mayor Ronnie Hill. A
roll call vote was administered by Sherry Marsalis and the motion passed
unanimously.
POLICE BOARD REPORT
Chief Stone presented the Council with a proposed
standardized letter to be sent out for code violations in Eagleville.
The Council approved the form letter with minor changes.
The corrected copy shall be attached to the minutes.
Councilman Terry Zumbro made the motion to accept the letter with the
agreed changes and his motion was seconded by Councilman Harold Vincion.
A roll call vote was taken by Sherry Marsalis and passed by unanimous
vote.
Chief Stone reminded the Council that Sergeant Charles Holt’s leave of
absence would expire at the end of November.
Councilman M. A. Smitty moved to terminate Sergeant Charles Holt’s
leave of absence on November 30, 2004. Councilman
David Rigsby seconded the motion. A
roll call vote was taken by Sherry Marsalis and the motion passed unanimously.
Chief Stone has asked for additional traffic patrol
for the Christmas parade.
Rutherford
County
will send officers and he has had a few citizens volunteer to help.
FIRE BOARD REPORT
Chief
Joe Jackson stated that truck #4502 should be repaired and back in service in
time for the Christmas Parade.
BEAUTIFICATION COMMITTEE
Councilwoman
Debbie Ryan reported that the Beautification Committee would meet immediately
following the Council Meeting to discuss final arrangements for the Christmas
Parade, Chili Supper and the Parade of Homes.
ANY OTHER BUSINESS
There were questions regarding the October
Financial Statement. City Recorder,
Sherry Marsalis, explained the correction for check numbered 8610 and 8611.
They totaled $2,700 instead of $2,500, which brought the account balance
to $9,257.11.
MAYOR’S CLOSING REMARKS
Mayor Nolan Barham thanked everyone for attending
the meeting and reminded everyone the next meeting will be on December 14, 2004.
ADJOURNMENT
With no further
business to discuss, Councilman M. A. Smitty made the motion to adjourn and
Councilman David Rigsby seconded the motion.
By unanimous vote, the meeting was adjourned at 7:38 p.m.
