MINUTES OF THE REGULAR SESSIONOF THE COUNCIL OF THE TOWN OF The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on October 27, 2005, in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding. COUNCIL MEMBERS PRESENTMayor Nolan S. ROLL CALL A roll call was administered by City Recorder Michelle Bennett. All members were present. INVOCATION Mayor Barham asked for a moment of silence. PLEDGE OF ALLEGIANCE Mary Alice Porter led the Pledge of Allegiance to the flag. MAYOR'S WELCOME Mayor Barham welcomed everyone to the City Council meeting. CITIZEN’S INPUT None. APPROVAL OF MINUTES Councilman Smitty moved to approve the September 29, 2005 minutes, with Councilman Harold Vincion seconding. A roll call vote was administered by Michelle Bennett and the motion, with roll call correction, passed 6-0. ADDITIONS / DELETIONS TO AGENDA Mayor Barham added Steve Benefield and Mona Herring with the Rutherford County Chamber of Commerce to New Business. Councilman Smitty asked that a line for Other Business be added. Mayor Barham made the addition after Beautification Committee report. OLD BUSINESS Grant Facilitator Report None. Park Update Vice-Mayor Ronnie Hill stated that the backstops and fences were almost completed on the ball fields. He also said that he was going to meet with the Rutherford County Health Department next week about the restrooms. He said that dirt fill had been purchased to start the parking lot, the block for the building would start being laid in the morning, and the lighting would begin in about a week. NEW BUSINESS Rutherford County Wayfinding Program – Steve Benefield & Mona Herring Mr. Steve Benefield and Ms. Mona Herring presented the Council with information for the Rutherford County Wayfinding Program. They explained that the mission of the program is to enhance the visitor experience throughout Rutherford County by implementation of a well-designed, aesthetically pleasing informational and directional signing system that will create a unique identity and link the major, non-commercial visitor destination sites in the county in a functional way that will improve traffic circulation and accessibility for residents and visitors. Eagleville will receive four new signs to be placed inside the City Limits. Rutherford County will purchase and install all four signs, but Eagleville would be responsible for the upkeep or any repair in the future. After much discussion Councilman Terry Zumbro made the motion to adopt the Rutherford County Wayfinding Program. Councilwoman Debbie Ryan seconded the motion. A roll call vote was administered by Michelle Bennett and answered with a unanimous “Yes” from the Council, 6-0. (A packet of material is on file at City Hall.) SIDEWALK/PATHWAY RESOLUTION #R-05-06 – TONYA BLADES Mayor Barham stated to the Council a resolution needed to be passed for the Sidewalk/Pathway Grant in the amount of $193,000.00. The Town’s 20% match would be $38,600.00. Attorney Greg Reed read the resolution aloud to the Council. Councilman Smitty made the motion to accept the Sidewalk/Pathway Resolution #R-05-06, with Councilman David Rigsby seconding the motion. A roll call vote was administered by Michelle Bennett and the motion passed unanimously. SIDEWALK REQUEST FOR LANNY TURNER Mayor Barham told the Council that Mr. Turner had requested that Eagleville replace the concrete for an entrance in front of his business at 161 N. Main Street. Vice-Mayor Ronnie Hill made the motion to replace the concrete in front of Mr. Turner’s business on Main Street creating an entrance after Mr. Turner has the old concrete sections removed. Councilman Harold Vincion seconded the motion. A roll call vote was taken by Michelle Bennett and passed by unanimous vote. POLICE BOARD REPORT Chief Stone reported that Farms Sales was broken into this week. He stated that he had talked with the SRO at Eagleville School and a few of the students had been questioned, but all had been checked out. Chief Stone said other than the break-in, things have been normal. Chief Stone stated that the Harvest Festival was a big hit. It was very well organized, and everyone had a good time. Chief Stone presented Michelle an award from the TBI for no errors in the TIBRS reports. Chief Stone requested help from the Fire Department on Monday, Halloween night, again to help patrol around town. Councilman David Rigsby made the motion to accept the request and Councilman Terry Zumbro seconded. A roll call vote was administered by Michelle Bennett and answered with a unanimous “Yes” from the Council, 6-0. FIRE BOARD REPORT No report. bEAUTIFICATION cOMMITTEE Councilwoman Debbie Ryan stated that they are planning the Christmas Parade which will be held on Saturday, December 3rd at 2:00. The Parade of Homes will be on Sunday, December 11, 2005. OTHER BUSINESS Councilman Smitty suggested donating the patrol car to a Police Department that was hit by the recent hurricanes. Mayor Barham stated he felt that was a great idea. Attorney Greg Reed stated there would be no legal problem with that. MAYOR’S CLOSING REMARKS Mayor Barham reminded everyone that the next meeting would be on November 17, 2005. Mayor Barham then stated in the spring of 1985 it was an honor to be asked to fill a vacancy on the Eagleville City Council. After completing that term and two four-year elected terms, many people persuaded him to represent them and run for the office of Mayor. After a successful campaign, his first day as Eagleville Mayor began on May 1, 1994. He stated that during the past 11½ years, the town has grown in many ways. His first three desires were to (1) see an increased sense of pride among the people, (2) begin the process to improve State Hwy 99 from Concord Road to Federal Hwy 41-A in Eagleville, and (3) provide an ambulance building for the county emergency vehicles. He said that first year at Christmas, there were more people decorating their property for the Holiday Season and that has continued to increase. The pride of Eagleville grew as new street banners appeared. Today, in addition to the popular horse shows and the antique tractor show, there is a Christmas parade, the parade of homes, an Easter festival, and most recently, the Bluegrass Festival. The ambulance building was quickly built and the State Legislature this year provided the construction funds for the improvement of Hwy 99. He said by working together, many of you have assisted in these becoming a reality. In addition, other accomplishments have helped to create an improved quality of life. Some of these include the housing grant, the traffic light and sign grants, and the proposed pedestrian/bike pathway. The community can take great pride in the securing of a park grant which will provide exercise, fun, competition, and family involvement. Yet, there is more to achieve and the excitement of the possibilities provides challenges, creativity, and continued community involvement. He stated as thrilling as all of this is, for personal reasons, it is time for him to step aside. He thanked the many people who have supported him during his service as Councilman and Mayor. He thanked the Council, Committees, and city personnel who have worked timelessly to improve our town. Without the cooperation of our State and Federal elected officials, plus those who represent Rutherford County and the other three municipalities, much of our success would not have been possible. He said it is difficult to stop here, because so many have devoted time to helping us in various ways. He stated his admiration for the press and media has been enhanced because of their fair, accurate, and positive reporting. His philosophy of administration is to have the best people available for leadership roles within the town structure, then, let them do their jobs. This allows him to help them when necessary, but frees him to work in other areas for the people. He wanted all of the special people to please know that they are truly appreciated. He thanked his wonderful wife, Carolyn, who has offered encouragement, a listening ear, and then more encouragement with advice. His motto from his first year until today, and continuing for the next six months, is the promise to the Town of Eagleville … to do his best to improve the quality of life in Eagleville. His final closing statement was, “May God continue to bless each of you and our town we all love.” ADJOURNMENT With no further business to discuss, Vice-Mayor Ronnie Hill made the motion to adjourn and Councilman Smitty seconded. By unanimous vote, the meeting was adjourned at 7:54 p.m.
