MINUTES OF THE regular session

OF THE COUNCIL OF THE TOWN OF EAGLEVILLE , TENNESSEE

October 26, 2004  

The City Council of the Town of Eagleville, Rutherford County, Tennessee, met in regular session at 7:00 p.m. on October 26, 2004 , in Eagleville City Hall with Mayor Nolan S. Barham, Sr., presiding.

CALL TO ORDER

The meeting was Called to Order by Mayor Nolan Barham.   

ROLL CALL

            A roll call was administered by City Recorder Sherry Marsalis.  All members were present except for Councilwoman Debbie Ryan.   

INVOCATION

Councilman Harold Vincion delivered the Invocation.   

PLEDGE OF ALLEGIANCE

Councilman M. A. Smitty led the Pledge of Allegiance to the flag.  

MAYOR'S WELCOME

Mayor Barham welcomed everyone to the City Council meeting.  

CITIZEN’S INPUT

            None.  

APPROVAL OF MINUTES

            The September minutes were approved as mailed.  A roll call vote was administered by Sherry Marsalis and passed with a unanimous vote.   

ADDITIONS / DELETIONS TO AGENDA

            None.  

OLD BUSINESS

Park Report Update – Vice-Mayor Ronnie Hill     

            Vice-Mayor Ronnie Hill reported that McMillen Construction Company will donate the fill dirt for the park.  The dirt is coming from digging the water lines, to the park.  He is not sure of the value of the donation yet, but whatever the value, it will go toward our match. 

            Mayor Barham stated the grant workshop was very informative.  There will be another meeting in Eagleville in about three weeks to take care of all the details.   

NEW BUSINESS

            None.  

POLICE BOARD REPORT

            Chief Everett Stone told the Council that there were no traffic problems during the Eagleville School Homecoming Parade.  The school resource officers and Sheriff’s Department helped Chief Stone to direct traffic at each end of town. 

            Chief Stone stated that he had been working more at night to watch out for the mischief that happens around Halloween.  He also asked the Eagleville Fire Department to help out Halloween weekend providing extra security around town.  

            Chief Stone mentioned that Mayor Barham received a letter from the County Election Commission asking for more security at the Community Center polling place on Tuesday, November 2, 2004 .  He and Deputies from the Sheriff’s Department will be at the Community Center and around town all day. 

            Chief Stone asked if the Planning Commission or Council had taken any considerations on his request from the last meeting about the letter for code violations and angle parking in town.  Mayor Barham stated that the Planning Commission did not discuss that at the last meeting, but he would personally talk with Chief Stone regarding this.  Councilman David Rigsby agreed that there needed to be something done. 

FIRE BOARD REPORT

            Chief Joe Jackson reported that he and Michelle had begun working on the NFIRS reports.  He stated it had been very time consuming for both of them, but felt good about the progress. 

Chief Jackson updated the Council that the Brush Truck (#4504) had been repaired and was running great.  The Fire Department saved $1,300.00 on labor. 

He informed the Council that Truck #4502 was in an accident at a recent fire call in Rockvale when one of Rockvale’s firemen backed up with hoses still attached to our truck.  It is currently in Nashville being repaired.  Rockvale’s insurance is taking care of all of the expenses. 

Chief Jackson told the Council that he was going to get the EMS unit’s orange stripe painted red and start taking it out on calls.  He also asked about maybe donating the Ford to a school where it could be utilized it in automotive classes. 

Chief Jackson had a meeting last Wednesday night with Rutherford Emergency Management and County Mayor Nancy Allen regarding Homeland Security.  Beginning next year fire departments in the surrounding seven (7) counties will have to have narrow band capable radios.  The State will update the radios in the trucks, but it is the responsibility of each department to make sure all of the handheld radios are updated.       

BEAUTIFICATION COMMITTEE

             Mayor Barham reminded everyone of the meeting on Thursday, October 28, 2004 , at 6:30 p.m.    

ANY OTHER BUSINESS

            Councilman Terry Zumbro informed the Council that Councilman Harold Vincion was made an Elder in their Church this past weekend. 

Councilman M. A. Smitty inquired about check #8596 to the Bank of New York.  City Recorder Sherry Marsalis explained it was the administration cost for the $500,000 bond.   

MAYOR’S CLOSING REMARKS

            Mayor Nolan Barham thanked everyone for attending the meeting.  He stated that Councilman Terry Zumbro had been helping in the election, doing a wonderful job and working 12 to 13 hours a day. 

Mayor Barham received a letter from the Rutherford County Election Commission stating that Eagleville’s registered voters had gone up from 317 to 332, and thanked the ones that were responsible for that. 

            He made the Council aware that the future is going to be challenging for them in making some decisions, choices and directions regarding Eagleville.  He stated that there are approximately 205,000 to 210,000 people right now in Rutherford County .  During 2004, the County is expecting over 4,000 new homes to be built.  In 10 years, or sooner, they are expecting a 75% increase in population.  In 20 years they are expecting over double population.  In the next five (5) years it is estimated that between 20,000 to 25,000 new homes will be built in Rutherford County .

            Councilman Harold Vincion stated that there is a proposal to widen Nolensville Road from I-840 to Davidson County and put a four (4) lane road from Smyrna to Franklin .  He feels that Eagleville needs to look forward to and plan for expansion, including the City Limits.   

ADJOURNMENT

With no further business to discuss, Councilman Harold Vincion made the motion to adjourn and Councilman M. A. Smitty seconded.  By unanimous vote, the meeting was adjourned at 7:29 p.m.
