INVOCATION
Councilman David
Rigsby delivered the Invocation.
PLEDGE OF ALLEGIANCE
Councilman Terry
Zumbro led the Pledge of Allegiance to the flag.
MAYOR'S WELCOME
Mayor Barham
welcomed everyone to the City Council meeting.
CITIZEN’S INPUT
None.
APPROVAL OF MINUTES
Councilman Harold Vincion made the motion to approve the minutes as
mailed, and was seconded by Councilman Terry Zumbro.
A roll call vote was administered by Sherry Marsalis and answered with a
unanimous “Yes” from the Council, 6-0.
ADDITIONS / DELETIONS TO AGENDA
None.
OLD BUSINESS
Alan Farley Grant Report
Mr. Farley stated that Eagleville received a park grant in the amount of
$300,000.00, which was the largest and maximum amount awarded as reported by The
Tennessean. He informed the
Council that Eagleville had received Environmental Clearance Status on the
property from RES (Recreation Educational Services).
Mr. Farley also informed the Council that Eagleville had received three
(3) AED Defibulators for the Fire & Police Departments.
Park Report Update – Vice-Mayor Ronnie Hill
Vice-Mayor Ronnie
Hill stated that he is looking forward to the workshop in October for the grant.
Councilwoman Debbie Ryan asked if Eagleville had to use the whole
$300,000.00. Mayor Barham told her
that the City had three years to use the total amount awarded, but the City did
not have to use the whole $300,000.00. Mr.
Farley stated that these grants are difficult to receive and he would think
about maximizing the dollars the City has available.
Vice-Mayor Ronnie Hill also made the suggestion to the Council Members to
start talking to everyone about donations for the park to help with the match
amount. Mayor Barham stated that
many questions would be answered at the workshop in October.
Councilman Smitty
told the Council that he, along with Mayor Barham and Carolyn Barham, attended
the Consolidated Utility District Appreciation Dinner for their new facility and
spoke with Commissioner Chile and she said that these grants are very rare.
Councilman Smitty stated that he wants a nice park, but he cannot see a
$600,000.00 park. Councilwoman
Debbie Ryan stated that Eagleville is very small and we need to have a quality
park, and that down the road, we can build from it; it needs to be good from the
beginning. Councilman Terry Zumbro
stated that a first class park would increase our development in Eagleville.
MTAS Study Report
City Recorder Sherry Marsalis introduced Margaret Norris with MTAS,
who has just completed a study of the town.
Ms. Norris thanked the Council for allowing her into the City to spend
time with the department heads and present her report.
She stated that for the size of Eagleville, we are doing some great
things, but there was room for improvement.
She reviewed her findings and stated that her report would be available
at City Hall. Councilman Smitty did
ask Ms. Norris about the number of Council Members and what her thoughts were
regarding this. She stated that
cities either have an even number with the Mayor as a tie breaker or go with an
odd number of Council Members. Her
suggestion would be that if Eagleville did change to an odd number, she
would suggest five (5) members, rather than seven (7) members, just because of
the number of citizens in Eagleville. Councilman
Smitty stated he was for five (5) Council Members.
After finishing her report, she said that overall, Eagleville was
doing a great job!
She stated that she will meet with Chief Jackson on
October 11, 2004
, to finish up her study with the Fire Department.
NEW BUSINESS
Opening of Bids for Septic Tank Service
There was only one sealed bid submitted for septic tank service.
Jones Septic submitted a bid of $135.00 per pump.
Councilman Smitty moved to accept the bid from Jones Septic, and
Vice-Mayor Ronnie Hill seconded. A
roll call vote was administered by Sherry Marsalis and the motion passed
unanimously.
POLICE BOARD REPORT
Chief Everett Stone asked for the Council or the Planning Commission’s
input for the traffic in front of Henry and Al’s Store.
People can't see when they back up out of the parking spot.
He stated that maybe the parking spaces should be angled more so oncoming
traffic would be more visible. He
has also contacted TDOT about the possibility of placing a caution light in the
area. There have been two recent
accidents.
Chief Stone told the Council that he needed 40 hours of in-service
training. The cost is $110.00.
He also informed the Council that he wanted to finalize a standard letter
for codes violations. It would be
fill in the blank for the name and violation.
FIRE BOARD REPORT
Chief Joe Jackson stated that he had looked at several new and used
trucks. He felt it would be more
cost effective to get Truck 4504 repaired. Councilwoman
Debbie Ryan made the motion to have 4504 repaired, and Councilman Terry Zumbro
seconded. A roll call vote was
administered by Sherry Marsalis and the motion passed unanimously.
Chief Jackson also informed the Council that TFIRS would be in effect on
October 1, 2004
. He told the Council Members that
he and Michelle had gone over all the reports and software earlier that day.
He stated that it would be very time consuming to enter all the reports,
and recommended that Michelle work extra hours for the Fire Department, with
payment coming from the Fire Department account.
Councilman Terry Zumbro made the motion to approve Michelle to work as
many hours at her current pay rate of $11.33 per hour as needed for the Fire
Department, and to be paid out of the Fire Department account.
Councilman David Rigsby seconded the motion.
A roll call vote was administered by Sherry Marsalis and the motion
passed unanimously.
BEAUTIFICATION COMMITTEE
Councilwoman Debbie Ryan
said the Beautification Committee is going to have a Tour of Homes for
Christmas. Work on the Christmas
Parade and chili supper has already begun. They
are also excited about starting work on the park.
The Beautification Committee meets the fourth Thursday of the month at
6:30 p.m.
at City Hall.
ANY OTHER BUSINESS
Councilman M. A. Smitty asked for a copy of the letter from the State
for the Park Grant. Mayor Barham
stated that he would provide a copy to him.
Councilman Smitty
asked the Mayor about the committee to study the Charter.
Mayor Barham explained that we were first going to follow the MTAS
suggestions as presented by Ms. Norris.
Councilman M. A.
Smitty inquired about City check number 8550 made payable to the Department of
Economic Development Rutherford Chamber. Sherry
Marsalis explained that was the yearly payment for Destination Rutherford.
ADJOURNMENT
With no further
business to discuss, Councilman Harold Vincion made the motion to adjourn and
Councilman Terry Zumbro seconded the motion.
By unanimous vote, the meeting was adjourned at
8:30 p.m.
