Approval of Financial Reports Councilman
Alan Ball acknowledged that City Recorder Colleen Adams had asked for the reports to be approved before hew last day with
the City, but apologized and stated he had no had the opportunity to finish them, and will get them done as soon as possible.
Financial Options for the Proposed Sewer Project
– Resolution 10-01 Mayor Tune
stated that at the City Council meeting the past Thursday, the need for a meeting to discuss the financial options and responsibilities
of the City of Eagleville for the proposed Sewer project. He further stated obviously the sewer would
be very costly, and for the past 14 months has been attending meetings with people from the Governor to the Principal of the
High School and everyone in between. He went on to say that there are grants and other forms of free money
out there which needs to be discussed.
Mayor Tune stated when he attended these meetings he has been asked what he City is willing to contribute, and is now
asking the Council to discuss and vow on the Resolution they received in their packets. Mayor Tune explained
that this resolution authorizes the City of Eagleville to borrow up to $500,000.00 if needed to help finance the Sewer.
Mayor Tune further stated that he has been approached and asked by agencies and other financing sources how much the City is willing to contribute, and it appears that other
financing may be easier to get if the City shows it is willing to take some financial responsibility. Discussion
took place on the wording of the resolution. Councilman Darin Rowell questioned what the risk to the City
would be if approved, and if this was tied to the Task 2 of the SEC Proposal. City Attorney Leon Sharber
spoke and stated this was tied to the Task 2, and at this point there was little risk to the City, and the Resolution is a
preliminary procedure in the process
Discussion began. It
was clarified that at this point the resolution needed for the City to show their commitment to the Sewer project, and to
show it is prepared to assume some financial responsibility, but is not an approval to get a loan. Discussion
also took place on the rates outlined in the proposal. It was clarified that the rates quoted are an high
estimate, and many variable will determine he final rates at installation. Councilman
Alan Ball made a motion to adopt the Resolution and was seconded by Councilman Wes Fitzgerald.
Further discussion took place regarding the resolution and the Council not having enough time to review it.
City Attorney Leon Sharber read the Resolution out loud so all in attendance would know what it said. Discussion
then took place on the SEC contract and the liability to the City if grants or other funding was received for the project.
Mayor Tune stated he is taking every precaution to make sure the City is not left with a loan to pay back and no sewer.
City Recorder Colleen Adams stated the Resolution would be named Resolution 10-01. Further discussion
took place, and it was determined the wording would be changed in paragraph to read “The City of Eagleville will commit
to pursue a loan up to $500,00.00 if needed towards the Sewer project” and omitting the rate percentages.
Paragraph 5 was amended to have “adopt Resolution 10-01” replace “agreement with “SEC”.
Councilman Alan Ball amended his motion
to read ”to adopt the resolution 10-01 as amended that the City Council will commit to pursue a loan up to $500.00 if
needed towards the sewer project.” After a roll call vote taken by City Recorder Colleen Adams, he
motion passed 5-0-1, with Councilwoman Donna Jensen passing vote.

Councilman David Rigsby made a motion
to adjourn and was seconded by Councilman Alan Ball. By unanimous vote, the meeting ended at 7:32 pm.
