The meeting was called to order at 7:00 p.m. by Mayor Sam Tune.

MAYORS WELCOME
Mayor Tune thanked everyone for attending and named the invited
guests that were present.
CONSIDERATION OF PURCHASE OF PROPERTY
Mayor
Tune opened with the following statements: "We have the opportunity to move the City
forward and make a commitment and statement about the future of our city with the purchase of the log cabin and adjoining
lot. The purchase of the log cabin and adjoining lot will provide a sound investment and security for our city. If the council
approves the purchase, this will make a positive statement about our city."
The log cabin will
serve as the New City Hall and the Rutherford County Chamber of Commerce & Business Bureau. The current City Hall building
will become the Public Safety Building; housing the Fire and Police Departments.
Mayor Tune continued that he had met with the Rutherford County Health Dept. The Health Dept. has given the City permission
to install a new septic tank and tie the current City Hall building and the log cabin building next door; onto one septic
system. This would solve the immediate problem with sewage at City Hall.
The money saved from refinancing of the City Park loan is money that can then be used to go towards the purchase of the property.
Mayor Tune gave short biographies and introductions of the following attendees who spoke favorably
of the purchase: City Attorney, Mr. Leon Sharber; Chamber of Commerce President, Mr. Paul Latture; Ms. Mona Herring, Vice
President of The Rutherford County Convention and Visitors Bureau; MTAS Financial Consultant, Mr. William Haston; and City
Accountant, Mr. Jeff Solomon, CPA.
Mayor Tune then introduced Realtor, Mr.
Matthew Smitty. Mr. Smitty stated that the current owners have approximately $465,000 invested in the property and in his
opinion, the building and property are a great buy at $315,000.
PUBLIC HEARING:
Since the Public Hearing was advertised to begin at 7:30 pm, Mayor Tune recessed the meeting
without objection and a public hearing was opened for the following ordinance change.
2011-004
- City Judge Ordinance - An ordinance amending Section 1 (a) to read: The city judge for the City of Eagleville shall
be thirty (30) years of age, licensed in the State of Tennessee to practice law, and shall be a resident of Rutherford County
or a county that borders Rutherford County. In the event he removes his residency from Rutherford County or a county that
borders Rutherford County, he shall automatically vacate his office.
No one spoke for or
against the change of the City Judge Ordinance and the public hearing was closed.
City
Judge Ordinance Change - 2nd Reading
The mayor re-opened the meeting
and the council meeting resumed without objection. There was no discussion regarding the change to the ordinance.

CONSIDERATION OF PURCHASE OF PROPERTY, continued
City Accountant,
Jeff Solomon presented to the council a Power Point show with an analysis of the proposed property purchase outlining the
city's financial position and how the city would pay for the proposed project. No further comments or statements.
Approve Contract to Purchase Building and Property for New City Hall
There was good discussion regarding the worth of the property, the value it has being next door to the
current city hall, as well as the "good will" value to the city.
The question was presented
if this would in any way hamper the sewer project. Mayor Tune replied that the sewer was required to be self-supportive and
that General Fund monies could not be used to pay for the sewer.
Mr. William Haston reinforced
the sound financial status of the city, and the fact that the money could be borrowed at a low interest rate and there would
be no need to raise property taxes.
Councilman Ronnie Hill mentioned that several years ago the
city obtained a grant of approximately $25,000 that was specifically intended for the purchase of a new city hall and that
he thought the money was put in a Certificate of Deposit.

Resolution to borrow $350,000 from
the TN Municipal Bond Fund
Mayor Tune stated that the next step was to pass
a resolution to borrow $350,000 from the TN Municipal Bond Fund. Discussion ensued.

MAYOR'S CLOSING REMARKS
Mayor Tune concluded that he is proud of what the city currently has, but that
it is time to move on and that he appreciates everyone's opinion.
