                                                                              MINUTES OF THE
                                  PLANNING COMMISSION MEETING
                                                 FEBRUARY 2, 2009 
 

The Mayor and Planning Commission members met at a planned meeting in the Eagleville City Hall, City of Eagleville, Rutherford County, Tennessee, Thursday, February 2, 2009 at 6:30 p.m.  The following members were present:

ALL TO ORDER 
            Chairman Nick Duke called to order the called Planning Commission meeting. 
 

ROLL CALL

            Roll was taken by Chairman was taken by Chairman Nick Duke.  All members were present.


CITIZEN INPUT 
            Councilmen Sam Tune stated he had one agenda, which was to protect the City’s interests, and that he has heard there were issues with the Eaglecrest subdivision and would like to know the status a bond.  Mr. Bobby Turner responded to Mr. Tune by stating for Section 1 no Bond was needed and on section II there is a Bond, and section III does not require on yet because it has not been two years.  Mr. Turner stated that Bonds were not required when Section 1 was begun, but the requirements had changed in the past year or so.  Mayor Barham stated that the sections will apply to different regulations because of that.  Mr. Turner then stated that the roads do not need to be  completed until Sections II and III have at least half the houses have been built and that there are still heavy trucks using the road.  Mr. Tune stated the Eaglecrest  subdivision has done a lot for Eagleville.  Mr. Tuner said he cannot give a time limit, but when the subdivision in near complete the roads will be completed.  Mr. Tune stated he supported what Mr. Turner was doing for Eagleville but wanted to make sure everything was done 
right.  Mr Turner stated Deer Valley did not have a bond, but the roads were completed to codes and staed that the residents are not responsible for the roads in Eaglcrest yet and won’t be until they are completed to codes.
       
    
 

          Mr. Phil Williams spoke and asked the Planning Commission when property on Cheatham Springs Road was zoned as C2.

 

           Mr. John Lewis of Stonegate Enterprises introduced himself and stated he just wanted the Commission to know he is purchasing property in Eagleville and he will be operating a property maintenance company there.  He stated the company has about 10-15 full time people, and explained the hours and operations.  City Planner Scott Prowse stated the business type falls well within the description but they may need to place a buffer and he might want talk to the adjoining business owners and form agreements with them.  Mr. Prowse also stated that the zoning was fine, but if Mr. Lewis were to build a new building he would need to go to the Planning Commission. 

 APPROVAL OF MINUTES

          Mayor Nolan Barham made a motion and was seconded by Bobby Turner to approve the December minutes.  The motion was passed by a unanimous “Aye” vote.


BUSINESS

          City Planner Scott Prowse informed the Commission that Rutherford County was in the process of performing a Land Usage Study.  Mr. Prowse stated this was a good thing and it will enable Eagleville to get the Three Starr Award, which will increase the grant opportunities.  Mr. Prowse wanted  the Commission to review the map and make sure it is right and learn about the process. 

 

 Councilman Harold Vincion made a motion to adjourn, seconded by Mayor Nolan Barham and the motion was passed by a unanimous “Aye” vote.
