The
Mayor and City Council members met in a regular session in the Eagleville Community Center, City of Eagleville, Rutherford
County, Tennessee on November 19, 2009 at 7:00 pm with Mayor Sam Tune presiding.

The meeting was called
to order at 7:06 pm by Mayor Tune.
INVOCATION
Councilman David Rigsby led the invocation.

Reading - Proposed Changes to Personnel Policies (Municipal Code Chapter 2)
PUBLIC
HEARING CALLED TO ORDER
Mayor Tune called the Public
Hearing to Order at 7:09 pm. Mayor Tune stated to all present that there was some confusion with the advertising, and
although the wording was confusing, it was not done intentionally.
Councilman Rigsby stated that it is wrong to change the current employees hiring policies, and that it is wrong and disrespectful
to change for the current employees, and that the policy can take effect for new hires. He further stated that the current
employees should be grandfathered in, and should not have anything taken away from them.
After discussion on what changes would affect current employees, Mayor Tune stated the changes should be compared and each
Councilmember should look at them and compare. Councilman Ball stated the proposed changes to the Personnel Policy could
be approved tonight, and amended on the third reading if the Council wanted to change them. Councilwoman Jensen explained
that instead of 1 day per month sick time accrual, ½ day would be accrued, and longevity pay would be removed completely.
Councilwoman Jensen further stated she thought the 4% increase the Council voted to give the City Recorder at the prior meeting
was to replace these changes. Councilman Rigsby stated it was wrong to give a raise and then take away things.
He further stated the City Recorder works all the time, works extra hours, and has the added responsibilities of the Boards
and extra meetings, and questioned why the City would take things away, and made a motion to grandfather the current employees.
Mayor Tune stated there was never a clear understanding of the current
City Recorders hiring agreement, and stated she does alot of work him and does a very good job. Councilman Rigsby
stated that his personal ethics mean his verbal word at the time the current City Recorder is binding. Mayor Tune stated
he agreed. Councilman Rowell stated he would like to review the policy changes. Mayor Tune suggested the Council
review all changes, and compare to the current policies. Vice Mayor Hill agreed, stating the agenda was unclear and
he would like more time to review. A motion was made by Vice Mayor Ronnie Hill that the 2nd Reading be tabled
to the next City Council meeting, and was seconded by Councilman Darin Rowell. After a roll call vote taken by City
Recorder Colleen Adams, the motion passed 5-0.
Citizen Input
Mr. Ed Fehlner stated he admired Councilman Rigsby's ethics, but that
government is not bound by the same verbal word ethics legally. He further stated he and his wife ended up in Eagleville
due to the bad economy and taxpayer's money is paying and that in these tough times we all need to pull in our belt.
Mr. Lannie Turner stated there has been another
accident on Cheatham Springs Road due to a Street Light out and asked for it to be fixed again.
Mayor Tune asked the City Recorder to make sure the light is fixed again, and adjourned the Public Hearing at 7:31 pm.
CALL BACK TO ORDER CITY COUNCIL MEETING
Mayor Tune called back
to order the City Council meeting and state there were special guests from Eagleville High School there learning about government.
Mayor Tune thanked them and all who were in attendance.
ADOPTION OF THE AGENDA
Councilman Ball made a motion to approve the agenda, which was seconded by Vice Mayor Hill. After
a roll call vote taken by City Recorder Colleen Adams, the motion passed 5-0.
FINANCIAL REPORT
City Recorder Colleen Adams stated that Councilman Wes Fitzgerald was
next on the list to do the financial review, but due to scheduling conflicts was unable to come in. Councilman Ball
made a motion to defer the approval to the next meeting and was seconded by Vice Mayor Hill. After
a roll call vote taken by City Recorder Colleen Adams, the motion passed 5-0.
APPROVAL OF MINUTES
Councilman
Alan Ball made a motion to accept the October 2009 City Council meeting minutes as mailed. Councilman Darin Rowell seconded
the motion, and after a roll call vote taken by City Recorder, Colleen Adams, the motion passed 5-0.
PARK
REPORT
Vice Mayor Ronnie reported that Jonathan Shell
was working on his Eagle Scout badge and had installed walking trail markers and birdhouses at the Park that he had made.
Vice Mayor Hill stated they looked nice and recommended all in attendance go look at them. He further reported that
they were working on getting the No Guns signs put up and stolen flags replaced.
FIRE REPORT
City Recorder Colleen Adams stated the Chief Martin was sick, and would not be
attending the meeting tonight. Councilman Ball stated there was not much to report, but that Chief Martin was ordering some
much needed turnouts.
POLICE REPORT
Mayor Tune stated that he had asked Mr. Craig Sewell to replace the withdrawing Paula Tipton on the Police Board. Councilman
David Rigsby made a motion to accept the Mayor recommendation of Mr. Sewell, and the motion was seconded by Councilman Darin
Rowell. After a roll call vote taken by City Recorder Colleen Adams, the motion passed 5-0.
ZONING
REPORT
Codes Administrator
Linda Dansby asked the Council and City Recorder if they have heard from the County Engineer. Since no one had, she
stated she would contact his office. Councilman Rigsby asked Ms. Dansby if the citations that were issued were in the
City limits and wanted her to be sure since many properties bordered the surrounding counties and some were partially in/out.
Ms. Dansby stated that she had checked, and the plat was all 1 plat, and was approved by the City Council.
RECORDS REPORT
Glenda
Dyer reported to the Council that the codes had been sent to MTAS for codification and that she verified they received them.
She further stated that she and City Recorder Colleen Adams had taken records and minutes to the State archives on Tuesday.
She further stated they will provide the City with an extra copy if they will need it, and it should take about a month.
She then stated she will begin working on the ordinances to take next, and stated the audits could be done as well if the
Council chose. Councilwoman Jensen asked how long the process would take MTAS, and thanked Ms. Dyer for her hard work.
SEWER REPORT
Mayor Tune stated he is continually meeting with contacts, and that the State Health Department was in the area today
pulling samples and talking to residents about the pollution levels. He further stated that he hoped to have the results
by the next City Council meeting.

ADJOURNMENT
Mayor Tune stated how
much he has enjoyed it, what an honor it has been for him to work with the Council. A motion was made by
Councilman Darin Rowell to adjourn, with Councilman Alan Ball seconding the motion. With unanimous approval, the meeting
ended at 8:03 p.m.
